Position Description

PRIMARY PURPOSE:
Manage the Procurement resources, strategy, implementation, and continuity of key Purchasing and business unit objectives in the acquisition of materials and services for the Products Pipeline business unit. Lead, engage in and mentor a team to aid in the focus of providing excellent customer service, mitigate company risk, develop and analyze bid packages, negotiate with vendors and contractors on areas such as terms and conditions, pricing, warranty etc, provide customer recommendations on sourcing, terms and conditions, process efficiency, strategic sourcing and research and the measurement of results as related to Procurement.

ESSENTIAL DUTIES & RESPONSIBILITIES:
•Provide the vision and leadership to oversee the operation, maintenance, capital materials, and services procurement for the Products Pipeline business unit.
•Ensure effective communication and buy-in with Procurement and Business Unit Management on goals and objectives
•Attend Procurement and Business Management meetings as required
•Attend vendor/contractor pre-bid meetings, bid clarification meetings, and vendor/contractor negotiation meetings as needed
•Work closely with Management to develop the Procurement structure and implement Procurement processes to provide the right materials and services in a cost effective and timely manner to both major projects and sustaining capital.
•Allocate Procurement resources as necessary to provide excellent customer service
•Demonstrated ability to perform the same responsibilities as the buyers and contract administrators to ensure no disruption in customer service and compliance with all corporate policies and procedures. Examples include but are not limited to staff availability, vacation relief, disaster response and unexpected staff departures.
•Work closely with Management to establish contracting and procurement strategies for sourcing and mitigation of risks for materials and services
•Work closely with Management to ensure all costs (committed and actual) are accurately captured and reported in the Procurement processes
•Manage the formation of contracts, material and equipment bid packages
•Manage commercial evaluation of bid responses – including identification of risks and recommendations of mitigation and comprehensive cost analysis as needed
•Manage Major Projects in regards to the formation and training of teams, processes and procurement strategy
•Determine and implement appropriate strategies for the procurement of goods and services at the lowest total cost of ownership, best delivery and quality product or services while minimizing company risks
•Review of budgeted business unit spend to coordinate and leverage procurement efforts throughout the year
•Work with Corporate Procurement, Risk, and Legal to define standards that properly manage and limit contractor risk and liability
•Balance the business requestor’s needs with legal requirement and the company’s established standards
•Work with Corporate Materials Management to value and dispose of surplus material in accordance with the corporate policy
•Administer SOX controls over the purchasing process to limit exposure to fraud and misappropriation
•Possess a demonstrated understanding of how corporate policies, procedures, practices and processes relate to the procurement and contract administration functions
•Ensure ongoing improvement through evaluation of current processes
•Promote and embody Kinder Morgan Core Values and Safety/Quality/Environmental (SQE culture)
•Complete special projects and annual objectives as assigned
•Deal with a wide variety of people with tact, courtesy and professionalism
•Speak clearly, both in person and by telephone, using a high level of verbal skills, and listen carefully
•Write effectively, and understand verbal and written communications, including but not limited to email
•Work independently to manage tasks and timelines

Position Requirements
EDUCATION:
•Bachelor’s degree in Business, Engineering, Accounting, or related discipline is required
•A minimum of 5 years direct work experience in Purchasing, Contract Administration, Operations, Engineering, or Accounting may be considered an acceptable degree substitute
EXPERIENCE / SPECIFIC KNOWLEDGE:
•In addition to the degree requirement (or degree substitute), must have at least 8 years direct and active work experience in Purchasing, Business Operations, Field Operations, Engineering, Project Management, or Accounting
CERTIFICATIONS, LICENSES, REGISTRATIONS:
•Must possess and maintain a valid driver license and a driving record satisfactory to the company and its insurers (for travel)

•Demonstrated Intermediate level proficiency in Microsoft applications, including but may not be limited to: Word, Excel, Outlook, PowerPoint

PHYSICAL DEMANDS:
•None
WOKING CONDITIONS:
•Based in Alpharetta, GA
•Travel is required, and is anticipated as 15%-35%
•Required to carry a company-provided cell phone, and respond as needed during working and non-working hours
•Job level commensurate with experience and skill sets.
•The successful candidate will be required to clear a non-DOT drug screen and a complete background check, including credit report, after an offer has been extended and prior to being employed.
SUPERVISORY RESPONSIBILITY:
•This is a supervisory position with multiple direct reports who are located locally as well as remotely
PREFERRED Education, Experience, Certifications, Competencies, Skills, and Abilities:
Above the minimum requirements; not required but advantageous in this position:
•Certified Purchasing Manager (CPM) designation is an asset
•Working knowledge of contract law principles and the application of contract terms and conditions, specifically as those principles/terms/conditions relate to the procurement of goods and services, a plus
•Experience in the development of business requirements for the implementation of technology solutions is desirable
•Demonstrated understanding of engineering standards very helpful
•Experience in the development and monthly variance reporting, and forecasting for RC and capital budgets, is advantageous
