Manager - Regulatory Relations – Consumer Compliance-1215397

This newly created position will be an important contributing member of the U.S. Banking Compliance team. The successful candidate will provide ongoing compliance support and engagement, as well as tactical oversight in managing federal and state bank examinations focused on consumer compliance (e.g., CFPB, FDIC, OCC, and UDFI). This is a highly visible role and position with significant and regular interaction with mid-level and occasional senior contacts across the company and – at the direction of the Director - Compliance Regulatory Relations Support – interaction with bank examiners and related supervision staff. Further, this role will also act as a contributing Compliance management contact for all Internal Audit Group (IAG) engagements of a consumer compliance focus impacting American Express Bank, FSB (FSB) and American Express Centurion Bank (Centurion).
  • In coordination with theDirector - Compliance Regulatory Relations Support, contribute toward the management of all elements of compliance-based examinations and similarly scoped internal audit or independent professional engagements.
  • Through necessary engagement with bank and affiliate staff (and as necessary, contractual third parties), assist the Director - Compliance Regulatory Relations Support in acquiring all pre-examination or pre-audit information requests on a prompt and comprehensive basis, including time to fully review all assembled documentation before
  • Actively participate, as a core member of the Compliance Regulatory Relations Support team, in the planning and oversight of all consumer compliance exam and audit engagements, including advance planning to arrange for temporary workspace needs, routine meetings with bank affiliate management (spanning from Opening kick-off meetings through Exit meetings at exam/audit conclusion).
  • Effectively manage the orderly retention of records tied to all exam or audit requests for information throughout each individual engagement, consistent with retention standards for FSB or AECB.
  • Directly assist the Director - Compliance Regulatory Relations Support, who acts as the lead Compliance contact for FSB and AECB in tracking and ensuring timely completion of actionable items arising from bank examinations (e.g., MRA’s, Violations of Law, Recommended Actions, etc.) and IAG actionable findings.
  • Liaise routinely with the Compliance Director – Operations, to ensure necessary support and engagement on peripheral impact of any pending enforcement actions impacting AECB or FSB.
  • Effectively contribute toward initiatives and projects as a result of examinations, audits and other external professional engagements on an ongoing basis, as directed by the Director - Compliance Regulatory Relations Support.
  • At the direction of the Director - Compliance Regulatory Relations Support, represent U.S. Banking Compliance on assignments to various internal committees to drive continuous improvement to the Compliance Risk
Essential Functions: (must be performed with or without accommodations)
  • This position is part of an extended team responsible for administering a comprehensive regulatory compliance program for American Express U.S. Banking. The position will play a key role in Compliance Program management.
  • Ongoing demonstration of expertise in US banking laws, rules and regulations.
  • Demonstrate exceptional knowledge of consumer deposit related regulations and their impact to evolving products.
  • Represent Compliance concerns by exercising strong advocacy voice during product development and implementation efforts.
  • Develop, maintain, review and recommend relevant changes to policies and procedures as needed to adequately capture changes in business and regulatory environments.
  • Advise senior business leaders on regulatory risk associated with new and existing products and services.
  • Develop and support projects/initiatives that promote efficiencies and/or stronger control environments.
  • Effectively utilize and promote disciplined project methodologies to facilitate the design, implementation and control infrastructure of compliance-related projects.
  • Coordinate compliance efforts and corrective actions with internal and external auditors and with regulatory examiners, as necessary.
  • Assess compliance training needs and assist with the development and presentation of appropriate training programs and materials, as necessary.
  • Perform special projects, compile data and prepare reports for Senior Management and other personnel, as needed.
  • Maintain necessary records and files to assure efficient and consistent reporting of compliance efforts.
  • Assist and adhere to the Compliance Program’s quality control process.
  • Create and manage a portfolio of quality projects designed and executed to achieve team goals.

  • Solid organizational skills and tactical leadership abilities are firm requirements in addition to sound judgment and decision making.
  • A demonstrated ability to effectively contribute as a key member of a team of skilled individuals will be favorably viewed.
  • Direct prior experience as a federal or state banking regulator and/or direct and sustained banking/compliance experience involved in engaging and interacting with regulatory exam and supervision personnel on a routine basis.
  • The successful candidate will ideally possess solid expertise in applicable laws and regulations pertaining to consumer protection, credit cards, non-transactional deposit products, related marketing and advertising, as well as the ability to promptly research, assess, interpret and communicate these requirements effectively.
  • Candidates who in addition have a background in banking operations that have demonstrated an ability to translate regulatory requirements in a practical, seamless, efficient and compliant manner will be viewed favorably.
  • The position requires an energetic manager with solid interpersonal and organizational skills, with the ability to command attention and engagement of mid-level and senior leaders, as well as peers through collaboration and effective use of written and oral skills requisite with such routine engagements.
  • The ability to handle multiple examinations and audit engagements impacting FSB and AECB’s consumer compliance programs on a time sensitive and deadline-driven basis are keys to success for this role.
  • Strong attention to detail and effective and persistent engagement with a wide swath of internal and external business partners are essential elements that will also contribute to success in this role.
  • Direct prior experience as a federal or state banking regulator and/or direct and sustained banking/compliance experience involved in engaging and interacting with regulatory exam and supervision personnel on a routine basis.
