Within the guidelines, establishes and enforces departmental policies and personnel administration practices designed to maximize technical utilization of personnel, provides opportunities for growth and advancement and otherwise promote improved motivation and morale of all departmental personnel.Essential Job Functions: Assures technical competency of all department personnel and assures that these personnel are aware that they are responsible and accountable for the technical adequacy of their assigned projects. Shall be responsible for production and be accountable for designs that are cost effective, insures compliance with scheduling and budget and are of consistent and safe quality. Provides properly developed and trained engineers for assignment to project teams to directly participate in contract and proposal execution within the scope, schedules and budgets guidelines established by the Project or Proposal Manager. Provides for planning and development of both short and long-term training of all department personnel. Reviews and consolidates workload forecasts from supervised managers, and submit requests and justification for manpower changes to upper management. Requires development and implementation of standard methods and procedures for the department, that are coordinated with other departments, to assure department-wide consistency in matters related to both departmental operation and contract execution. Administers departmental budgets and approves department expenditures. Responsible for assignment of all personnel to projects and resolves all differences of technical judgment and personnel assignment between all supervised managers, Project Managers and/or personnel in other departments and submit recommendations to upper management for resolution. Participates in meetings with other engineering directors/managers as required to ensure total quality and integration of departmental work practices as they relate to outside disciplines and work groups. Approve man-hour estimates and proposal preparation to support the commercial group in their business development efforts. Oversee licensed technology efforts, including development, proposal preparation, and client meetings.Essential Job Functions Under Certain Circumstances: Conducts periodic meetings with supervised managers to review departmental operations, progress of projects and performance of key personnel. Requires performance ratings of assigned personnel from supervised managers. Requires participation by supervised managers and their assigned personnel in periodic review of engineering standards. Provides technical assistance, within the realm of the supervised managers, to other departments of the organization as required. Provides for planning and implementation of annual recruiting program for engineering personnel.


Skills Requirements: Knowledge of engineering principles and practices as applicable to a wide range of complex problems Technical insight and judgment to advise other engineers on solutions to unusual problems. Ability to use advanced techniques and modify precepts and practices to meet novel requirements. Establish standards of performance and quality of work. Monitor, measure and trend established quality standards of performance.Education and Experience Requirements: Bachelor's or Master's degree in Chemical Engineering. Approximately 20 or more years of experience in process design activities is required. Must be legally authorized to work in the USA for any employer other than your current employer.
