Job Description:
Shutdown Manager
WorleyParsons is a leading provider of professional
services to the resources & energy sectors and complex
process industries. The US region of WorleyParsons has
an immediate opening for a Shutdown Manager to work on
site in Ecuador. WorleyParsons is Project Management
Consultant for the $2 billion revamp of the 90,000 bpd
Esmeraldas, Ecuador petroleum refinery. The main
components of the project are the replacement of the
FCCU and revamp of 2 CDUs and Merox. The project is
executed through the EPC contracting method.
Working directly for the Project Manager-Operations;
leads shutdown construction refinery “Revamp” PMC
oversight effort. Plans, schedules, organizes, and
ensures adequate monitoring by Worley Parsons’ and
Client shut-down construction operations. Monitors and
maintains construction quality control in the field.
Provides guidance regarding scope of work, schedules,
procedures, field construction problems and technical
information. Assists with project control documentation,
design drawings and specifications, back-charge
documents, change orders, etc.
Works directly with EPC to assure EPC’s FCCU, CDUs and
other shutdown schedules and resources are adequate,
  • Works to eliminate any hazards associated with the work
that may adversely affect the environment or the safety
or health of employees. Ensures that personnel of the
assigned group engage in safe work practices in
compliance with site specific safety procedures and
industry standards.
  • Monitors contractor performance pertaining to schedule
and conformance to shutdown plans and specifications.
  • Establishes and maintains a close working relationship
with project engineering, customer representatives, and
contractors. May have frequent contact with upper level
management and customer personnel.
  • Assists with decisions regarding long range planning,
scheduling, budgeting, work priorities and personnel.
Provides advice on field engineering procedures,
construction methods, and financial matters to
management.
  • Completes other responsibilities associated with this
position as may be appropriate.

Job Requirements:
  • Minimum of 20 years shutdown/turnaround construction
management experience in petroleum refineries, some of
which must be on refinery FCCUs and CDUs revamp or
turnaround projects. Experience with overlapping
multiple production unit decommissioning, shutdown and
commissioning and startups. International experience a
plus. BA/BS in related field or applicable discipline
preferred. Expert knowledge of applicable theories,
practices, and accepted procedures. Generally 10+ years
EPC and/or PMC relevant experience.
  • Advanced proficiency with applicable software
applications in related field. Advanced analytical and
problem solving skills. Accuracy and attention to detail
critical. Ability to meet deadlines and manage
priorities is critical. The ability to effectively
communicate in English and Spanish. Korean speaking very
helpful. Able to take a leadership role in preparing and
presenting complex program proposals and reports to
senior level management is critical. Strong ability to
persuade and influence others is critical.
  • Commitment to customer service and ability to guide
department personnel in partnership with and during
manager's absence is essential. Ability to maintain
confidential information is critical.
