PURPOSE OF THE POSITION
Assist the the Business in administrating the company's environmental compliance, safety and health services functions. Support Hitech operations.
ESSENTIAL JOB FUNCTIONS
' Assist the Business in planning and implementation of the Company's environmental and safety strategies through program development and training, and ensure the Company's operations comply with regulatory requirements and Company policies/initiatives.
' Advise Business and operations personnel regarding federal, state and local environmental and safety regulations and requirements. Assist in the development and deployemnt of new programs, systems and/or training as required by current regulations and current Company policies, procedures or initiatives and supervise during implementation.
' Verify monthly training schedule and ensure sufficient resources are available to do such training. Conduct audits of environmental/safety training program for content.
' Verify/Supervise routine inspections/audits are being conducted by safety/environmental personnel, identifying safety or environmental non-conformance items. Ensure recommendations or corrective actions are developed for non-conformance items.
' Counsel and advise Business on proposed facility plans to determine environmental and safety implications. Assure pre-startup safety reviews are conducted and to conduct regulatory activities.
' Supervise/conduct audits of the Company's facilities and systems in order to advise Business and make recommendations to ensure environmental and safety compliance with local, state and federal regulations.
' Manage all environmental and safety reporting and record-keeping activities to ensure the Company receives, maintains, and renews all required environmental and safety licenses, permits and registrations, files in a timely manner all required reports and responses to agency requests, and maintains all required records and data in accordance with regulatory requirements.
' Manage evaluations of Business operations and activities to determine licensing, permitting and record-keeping requirements.
' Manage the preparation and submission of all applications for licenses, permits, and registrations prepared by the environmental compliance and/or safety departments.
' Manage the capture and maintenance of all required environmental and safety data and records. Advise Business of opportunities to enhance compliance.
' Review engineering/safety methods and calculations to be used with environmental and safety department functions.
' Manage the preparation and submission of all regular and special reports filed with environmental or safety regulatory agencies. Includes OSHA recordkeeping requirements and Worker's Compensation requirements and program supervision.
' Support Site Safety/Environmental activities and programs of a select Hitechfacilities as assigned.
' Supervise and develop personnel to insure quality of service, proper coordination of activities and professional development.
' Identify and help recruit qualified environmental and safety personnel.
' Plan, assign, and supervise appropriate duties to personnel, supervise their performance and review their work product.
' Coordinate and schedule activities of personnel to further enhance their existing skills and to develop new skills which will benefit the Company.
' Provide for special and on-going training of personnel to further enhance their existing skills and to develop new skills which will benefit the Company.
' Administer personnel schedules to assure sufficient coverage.
' Manage the Business' activities for Chemical Process Safety Program.
' Manage departmental involvement in process hazard analysis and change review committees. Attend/Supervise Process Safety Committee meetings and approve new PSM area checklists as appropriate.
' Assist the Business with environmental or safety regulators and/or agencies and professionals.
' Assist the Business and/or act when appropriate as Company's primary representative during on-site facility inspections, negotiations, and other communications or dealings with environmental or safety regulators and other third parties relating to safety and environmental issues. If necessary, direct/supervise department professionals to represent the Company with other third parties and regulating authorities as appropriate.
' Ensure/supervise completion of semi-annual loss prevention insurance inspections and fire pump tests. Supervise the closure of loss prevention recommendations in a reasonable, timely manner and report.
' Verify/Supervise required inspections of fire protection systems and monthly fire protection testing are completed.
' Manage/administer and coordinate facilities emergency preparedness and response as appropriate.
' Manage the development/maintenance of all Emergency Pre-Plans for new facilities, operational changes, or updates as required for approval.
' Assist and/or serve as the environmental representative for any environmental emergencies (i.e. spills). Determine the impact to Company and the environment, provide direction for remediation, and report, where applicable, to the appropriate regulated agency.
' Assure appropriate accident prevention and awareness programs are developed and implemented and that Company personnel are adequately trained on these programs. Assist Business to evaluate accident causation and identify trends.
' Manage the Industrial Hygiene Program / activities. Supervise the Medical Monitoring Program.
' Supervise / assist in the development / maintenance of the company's IH program.
' Coordinate IH monitoring/sampling plans to best support employee safety and the Medical Monitoring Program.
' Document IH assessments based upon monitoring/sampling and modify IH Program appropriately. Modify IH sampling/monitoring plans to support changes in production throughout the site.
' Supervise and monitor the Medical Monitoring Program to ensure employees under program receive annual medical evaluations and complete necessary medical and work environmental documents.
Manage and oversee the Business' compliance processes and license programs for transport of hazardous goods, and advise the Business on changes to regulation affecting transport of its products to ensure ongoing effective compliance with transport regulations.
' BS in Chemistry or Industrial Hygiene; or BS in Chemical or Environmental Engineering; or closely-related degree.
' Approx. 10 years progressive Safety and/or Environmental and Regulatory Experience, preferably in a Chemical/Pharmaceutical manufacturing or processing environment.
' Personnel and/or project management experience.
Essential and Critical Skills:
' Broad knowledge of environmental and/or safety regulations.
' Knowledge of OSHA, CAA, CWA, RCRA, EPCRA, SARA, TSCA and FIFRA will be used frequently.
' Knowledge of regulatory agency personnel, systems, policies, and procedures.
' Industry experience and some process knowledge, preferably chemical-related.
' Knowledge and experience of domestic and international transport regulations relating to hazardous goods.
' Knowledge of injury and illnesses prevention control methods, including PPE, engineering controls, and administrative controls.
' Knowledge of methods used to control environmental releases.
' Knowledge of occupational health and safety principles, including Ergonomics, Loss Prevention, and Fire Protection Systems.
' Knowledge of emergency response procedures.
' Computer software knowledge (word processing, spreadsheets, database management, graphics).
ADDITIONAL LOCAL NEEDS:
' First line responders to all types of emergencies (fire, chemical, medical) 24/7.
' Emergency response requires use of SCBA and PPE up to Level A for response to various hazardous conditions and under all kinds of weather or environmental conditions.
' May potentially be exposed to chemical, hot or cold temperatures, biological agents and products of human origin. This position requires the person to walk and climb stairs, lift, carry and move equipment weighing up to 30 pounds as needed within their assigned work area or site.
' The employee would be exposed to the normal work conditions of the various operations within the St. Louis area facilities.
' Occasionally, various environmental sampling is conducted outdoors.
' Emergency response medical assistance may be required during poor weather conditions.
' Occasionally lifting heavy environmental/safety sampling equipment (average 20-30 lbs.)
