The position serves as a member of the management team as a thought leader and senior-level contributor to the ITS Department in the areas of information systems architecture, design, implementation, and project planning. The incumbent collaborates with the management team to estimate requirements, prioritize projects and communicate with key stakeholders. They will apply effective managerial and professional skills and knowledge of information technology to assist in the planning and management of the NEA’s Information Technology Services (ITS) strategies by managing the Infrastructure Technology staff and researching and implementing technological strategic solutions. Essential functions include providing advice and making recommendations regarding the establishment and/or revision of Association policy related to network operations systems and coordinating the implementation and communication of established policy. This position is responsible for all information technology infrastructure and shared services, including all data center and disaster recovery sites, physical and virtual servers, storage and backup infrastructure, server operating systems, wireless, local area and wide area networks (LAN/WAN), Oracle and SQL databases, and all telecommunications equipment. Manage the day-to-day operations including downtime, reporting service levels, defining and tracking IT operational metrics. Maintains overall security of the NEA’s network, systems, and data. Ensures high availability of critical network services. Duties include building relationships with state affiliates and working toward providing stronger and more integrated infrastructure technologies and services. This position reports directly to the Director of Information Technology Services.

Required Skills TIER 1 (Essential): Responsible for on-time delivery of high-quality products and services aimed at modernizing, consolidating, and coordinating the enterprise within and across the enterpris. Expertise in Fail-over, load balancing and disaster recovery setup, Server Side Virtualization, Cloud and Hybrid Solutions, Network Routing, Switching and Security. Broad operational knowledge of information technology including infrastructure, applications, networking, and computer operating systems. Knowledge of LAN and WAN products, protocols and structure as it relates to the state affiliates. Storage Platform Technologies (SAN/NAS) including Hardware & Software (NetApp, EMC or equivalent). Experience with virtualization technologies (VMware or equivalent). Hardware support for Dell, NetApp, Cisco, EMC and other hardware. Oracle, MySQL and SQL Server installation and configuration. Knowledge of computing infrastructure (high availability host services); core applications, operations, distributed audio and video delivery systems/support. Experience architecting, implementing, and supporting enterprise-class systems from an infrastructure perspective. TIER 2 (Significant): Ability to work in broad range from strategy development and execution to direct management to hands on execution of tasks. Experience with Disaster Recovery procedures. Demonstrated experience in completing projects by coordinating resources and timetables with user departments. Demonstrated high level team building, problem solving, multi-tasking, and communication skills. Ability to facilitate communication between staff, management, vendors, and other technology resources within the organization. Understanding of Infrastructure best practices (e.g. ITIL) and ability to apply them to departmental operations. Demonstrated experience in leading, mentoring, and developing a team of systems and programming staff; creating an excellent working environment. TIER 3 (Desirable): CCNA and/or MCSE certification. Knowledge of NEA’s policy, administrative regulations and legal requirements that relate to the purchase of equipment, security of data, and copyright laws. Experience installing and configuring external security products.

Required Experience MINIMUM EDUCATION REQUIREMENT: A bachelors’ or master’s degree in technology field, or discipline related to the position, or an equivalent combination of education and experience from which comparable knowledge or skills may be obtained. MINIMUM QUALIFICATIONS: Minimum of seven years of progressively responsible professional experience in implementing and managing large network infrastructure environments, including directing/leading technical infrastructure activities. Experience must include at least five years or more in infrastructure activities such as networks, enterprise systems, databases, storage or help desk. Experience must also include extensive technical, analytical and management skills implementing a production environment, configuring operating systems, organizing and directing hardware/software life cycles and leading or supervising staff, budget development, and administration. OTHER REQUIREMENTS: Samples of work products and accomplishments may be required at interview. Must be able to work extended hours on evenings and weekends. Some travel required (2-20 overnights per year).
