  • Provides leadership and coordination of all aspects of assessment and item development for the use in the implementations of a balanced assessment program for the system. This includes the development and implementation of system assessments, item banks, and secure non-state-tested subject area assessments such as Student Learning Objectives.
Job Summary: ¨

Responsible for Assessment Module in the Instructional Management System
• Coordinates implementation at both the system and classroom level
• Collaborates with appropriate staff to provide professional learning
• Manages the assessment resources such as item banks, passages, rubrics, etc… ¨
Item Banks Management • Develops and implements the process for item bank creation and maintenance
• Collaborates with appropriate curriculum directors to ensure accurate quality items are populated into the item banks
• Develops relationships with other Georgia counties that have item banks to start a statewide item sharing collaborative
• Engages and oversees contractors/item writers
• Investigates, recommends, and supervises implementation of vendor item banks
• Assures quality control of items ¨
Coordinates and manages all aspects of assessment development to ensure quality assessments are available in a timely manner • Develops and maintains project management documents outlining the persons responsible, the tasks, and the timelines associated with core assessment development projects
• Develops and implements the process for assessment creation
• Collaborates with District content owners to design test blueprints to monitor the academic progress and learning needs of students
• Creates assessments from the blueprints
• Implements and monitors assessment administration
• Monitors quality control and item usage
• Procures and evaluates vendor services to develop or administer assessments ¨
Local Assessment Support • Designs and manages rollout of school access to teacher level item banks
• Assists schools in using item banks
• Provides guidance and training on test development to local schools ¨
Works with outside vendors and other support departments to ensure timely receipt of administration materials ¨

Develops alternative assessment methods (other than paper/pencil administrations) and oversees implementation ¨

Plans the use of assessment instruments that use technology to assist in the reporting and analysis of results, including disaggregation of subgroup achievement data ¨

Supervises other staff ¨

Performs other duties as assigned by the appropriate administrator

  • Bachelor's Degree
  • Demonstrate knowledge of methods for ensuring reliability and validity in item development and test construction
  • Experience constructing test items that assess student knowledge and skills
  • Knowledge of project management and process improvement methods
  • Ability to plan and coordinate programs and administrative activities of a complex, interrelated and interdependent nature, where unknowns and numerous contingency factors are involved
  • Demonstrate ability to utilize technology to manage information
  • Demonstrate experience coordinating the work of others as a part of a cross-functional team
  • Ability to manage conflicting high-priority projects
  • Must be able to successfully manage multiple tasks, projects, and responsibilities
  • Ability to apply critical thinking skills in rendering solutions to various issues
  • Must be able to collaborate effectively with District personnel, the general public, and work with diverse groups of people
  • Excellent communication skills both written and verbal
Required Experience:
  • Minimum 5 years of experience administering and/or analyzing student assessments either ina classroom, adminstrative, or research setting required, Project management experience required; Experience working with and supporting classroom teachers strongly preferred
Salary Information:

Salary Range
  • $61,130.00 - $74,168.00
Step placement credit may be granted for up to a maximum of 7 years (Step 8) of prior verifiable experience. Salary placement with Fulton County Schools is non-negotiable. Actual salary placement will be based on Fulton County Board of Education experience calculations from the Non-Teaching Salary Schedule B-235, Executive Scale, Step 1 - Step 8.
