Manager-Medical Records (Job Opening 377233) - Scope of Position
The manager of data quality is responsible for managing timely and accurate auditing of coded medical records. In addition, this position is responsible for reviewing and correcting claims that fail Correct Coding Initiative (CCI), Outpatient Code Editor (OCE), National Correct Coding Initiative (NCCI) and Medicare Code Editor (MCE) edits as requested by the central business office (CBO). This position is critical to the financial and legal standing of the medical center. The manager shall assist in planning, organizing, staffing and directing the data quality management staff to ensure timely completion of medical record coding reviews and outstanding accounts not billed.

After medical records are coded in Medical Information Management (MIM) and under the direction of the Manager of Data Quality, the data quality managers conduct random audits of medical records for both coding and Medicare Severity Diagnosis Related Group (MS-DRG) as well as All Patient Refined (APR-DRG) accuracy. The Manager of Data Quality is also responsible for managing the timely review of claims that fail Outpatient Code Editor (OCE) NCCI edits originating from the CBO. The Manager of Data Quality is responsible for monitoring the productivity and quality of the data quality management staff, training data quality managers, monitoring performance and ensure accurate and compliant coding and billing practices within the medical center. The manager is responsible for analyzing data obtained during the course of the data quality program, provide feedback and recommendations on improving coding quality to the Administrative Director of Medical Information Management, Director of Coding & Compliance, and Assistant Director of Documentation Enhancement.

Position Summary
The position is primarily responsible for managing coding quality. The manager monitors staff performance of the data quality managers, ensures compliance with policies and procedures and billing rules. The manager sets forth daily priorities for staff, monitors accounts not resolved and makes suggestions for change to the Director of Coding and Compliance and the Administrative Director of Medical Information Management. The manager of coding quality keeps detailed records of all audits conducted, the results, recommendations, and follows-up to assure action is taken. The manager develops training materials and conducts training sessions with the data quality managers, coders, ancillary staff and other members of the revenue cycle as applicable. The manager works directly with the Department Administration, department managers, medical staff, ancillary departments, the Central Business office and all elements of the revenue cycle to improve coding and billing accuracy for the entire medical center.

Education and Experience

Bachelor's degree in Health Information Administration or equivalent required. Master's degree in Business Administration, Computer and Information Science or Public Administration preferred. Considerable progressively responsible administrative medical information management exp required. Knowledge and experience with electronic health record and health information management applications required. Certification as a Registered Health Information Record Technician (RHIT), Registered Health Information Administrator (RHIA) or a Certified Coding Specialist (CCS) by the American Health Information Management Association, or equivalent education and experience. Minimum of two years? coding exp. Previous management exp preferred.
