Position Description

The Technical Manager is responsible to deliver BUMED ICD-10 commitment set forth in the Statement of Work and to manage client expectations of BUMED ICD-10 responsibilities as project scope challenges are encountered. The BUMED ICD-10 Technical Manager leads the MHS ICD-10 technical work teams and is responsible for the successful completion of assigned projects. The Technical Manager reports to the Program Manager and has a key role in communication, project definition, and project control. Technical Analysts and Business Consultants report to the Technical Manager. Technical Analysts are experts on enterprise systems, applications and components. The Technical Analysts implement the project and products according to the specifications created by the Client, Manager and Business Consultants.

Responsible to manage the Project Management Life Cycle (PMLC) and produce planned deliverables, timeline, and cost

Directs/manages all project planning, progress tracking, and team coordination

Anticipates project risks and formulates actions to address

Manages a continuous stream of team actions and communication that adjusts the clients tactical expectations

Responsible for coaching all assigned staff to set client expectations appropriate for each interaction level

Captures, documents, and takes action to resolve all changes to project scope with the client sponsor

Tracks project issues - ensuring appropriate actions are being taken

Responsible to coordinate mixed BUMED ICD-10 / client teams to operate cohesively

Works collaboratively with BUMED ICD-10 and/or client Program Manager

Writes and delivers weekly status to the client that summarizes team level detail and sates schedule and budget status, projects milestones and date status, separates and escalates significant issues, and informs the client of resource changes

Ensures that a formal weekly or bi-weekly status meeting takes place

Completes timely performance reviews

Leads by example Required Skills

Project Management Certification - through PMI [Project Management Professional (PMP®) or Certified Associate in Project Management (CAPM®)] or IAPPM [Certified Project Manager (CPM)]

Self-starter, with a team-oriented attitude

Project management experience

Excellent Command of the English language, both oral and written

Professional presence and ability to develop staff and manage client relationships

Proficiency for problem-solving capabilities, written and oral communication skills, and organizational and time management skills
Desired Skills

Federal Program/project management experience

ICD-9 / ICD-10 knowledge

Healthcare / Medicaid experience

College degree(s) preferred, or equivalent business, consulting, or operational experience
