Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU) performing project tasks on land controlled by the U. S. Army Garrison, Directorate of Public Works (DPW), Environmental Office, Natural Resources Section located at Schofield Barracks, Oahu, Hawaii. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY RANGE: $2,189-$3,396/Mon.

DUTIES: Manages facilities, equipment, fleet vehicles, and base yard operations at both east and west Oahu Army Natural Resources Program (OANRP) baseyards. Provides logistical and administrative support for Natural Resource Program management activities. Identifies and manages all safety protocols in baseyard and acts as the primary safety officer in baseyard operations. Creates new Standard Operating Procedures (SOPs) where necessary. Facilitates overall project logistics. Oversees in/out-processing of employees. Manages overall helicopter logistics. Supervises program wide communication. Serves as Environmental Compliance Officer (ECO) for the OANRP. Manages staff training, database and files. Monitors and maintains remote electronics. Serves as primary editor for OANRP Annual Report. Serves as primary note taker at all Implementation Team meetings with Fish and Wildlife Service. Supports field operations.

PRIMARY QUALIFICATIONS: EDUCATION: Bachelor's Degree from an accredited four (4) year college or university. EXPERIENCE: One to three (1-3) years of experience in office management. One (1) year experience as office/base yard manager or position with extensive logistical/facilities support duties. One to two (1-2) years of experience with contractor obligations on U.S. Army Garrison bases in Hawaii. ABIL/KNOW/SKILLS: Understanding of Hawaii’s diverse cultural background and basic Hawaiian biology. Basic knowledge of Hazardous Material/Environmental compliance regulations. Background with facilities and personnel logistics. Knowledge of helicopter safety and logistics. Must be an excellent communicator, both orally and in writing. Proficient in word processing, spreadsheet, and database computer applications in Microsoft Office (Excel, Outlook, Access, and PowerPoint). Proficient in Internet usage. Basic ability to maintain facilities and vehicles. Biological education sufficient to produce professional quality meeting minutes to function as official OANRP program record. Skilled in professional quality report compilation, formatting, and editing. Must possess a valid driver’s license. Ability to construct simple electronic circuits for field managers. Post Offer/Employment Conditions: Must provide a copy of driver’s abstract and have no citations that will prevent incumbent from driving on Department of Defense (DoD) installations. Must be able to pass a DoD security check for employment as an Army contractor. Must be able to complete basic helicopter safety course within six (6) months of hire and helicopter manager level within twelve (12) months. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months of hire. Must pass Army certification as an Environmental Compliance Officer (Army’s Environmental Compliance rules/procedures, conduct inspections and the ability to write up reports, and train staff) within six (6) months of hire. PHYSICAL/MEDICAL REQUIREMENTS: Must be able to lift thirty (30) pounds and occasionally up to fifty (50) pounds. Able to hike with a thirty-five (35) pound backpack for two (2) miles.

SECONDARY QUALIFICATIONS: Knowledge of biological principles and appreciation for biological resources, especially pertaining to the Hawaiian ecosystem. Knowledge, experience, or familiarity with PCSU/RCUH and Army policies and procedures. Knowledge of Army environmental compliance regulations including conducting regulatory/compliance inspections. Skills in technical support to include network, computer, printer, and fax/scanner trouble shooting.
