This position is located in the Department of Labor, Mine Safety and Health Administration (MSHA), Metal and Nonmetal (MNM) District Office. Metal/Nonmetal Mine Safety and Health District Offices have primary responsibility for enforcement of the Federal Mine Safety and Health laws, standards and their implementing regulations contained in Title 30 of the Code of Federal Regulations (30 CFR).

This position has NO promotion potential.

The incumbent of this position performs a variety of clerical administrative support duties for the District and field offices.

Serves as District Office credit card purchase holder buying office supplies and health/safety equipment for the District Office and field offices as needed.
Creates procurement requisitions in the New Core Financial Management System (NCFMS) for supervisory approval.
Searches for a vendor with the required item(s) and best price, and makes the purchase.
Pays monthly Direct Television bill for the District Office after examining the bill and ensuring the accuracy of the monthly charge.
Reconciles monthly requisitions and the credit card statement by running a query from the NCFMS and comparing the requisitions and credit card statements to ensure accurate processing and recordkeeping.
Responsible for maintaining requisition and credit card statement reconciliation records from the field offices.
Creates requisitions in the Electronic Procurement System (EPS) and completes the required supporting documents for needed services.
Tracks and provides financial obligations including credit card purchase expenditures by object classification, e.g., procurement, services, travel, etc., to ensure compliance with district allocations.

Applicants must have 52 weeks of specialized experience equivalent to the next lower grade level (GS-4), in the Federal Service.


Education obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

If you do not submit sufficient academic documentation necessary to demonstrate that you meet the eligibility and minimum qualification requirements described in this announcement, your application will be deemed incomplete and you will be ineligible for further consideration for this vacancy.


This position requires one year of specialized experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.

Specialized experience required for the GS-05:
Perform a variety of administrative functions such as:
Experience in maintaining and a variety of paper and/or electronic files and record systems.
Providing administrative support using a variety of electronic systems;
Operating a personal computer and related equipment such as printers, optical scanners, and modems;
Preparing and editing documents in final form using correct grammar, spelling, and punctuation;
Using a variety of office automation software, such as word processing, database management, spreadsheet, graphics and electronic mail;
Maintaining record systems; receiving calls and visitors.
