Job Description:
ICF International seeks an

On-Call

Expert Consultant

to work within our Education, Community & Social Programs (ECSP) Division. ICF's ECSP Division conducts technical assistance, training, research, and evaluation projects in a wide range of content areas including early education policy, quality improvement, system-building, and assessment. We seek an Expert Consultant to work on a variety of projects. Our work focuses on important policy issues, uses rigorous and innovative technical assistance and evaluation methods, and involves working closely with our clients and others to ensure that results are relevant, useful and make a difference.

Primary responsibilities for this position will involve performing assignments related to various ongoing technical assistance-related tasks, under the direction of senior-level staff and in partnership with other ECSP Division technical assistance specialists. Candidates must be able to lead multiple tasks, play an integral role in proposal development, be versed in a wide variety of education issues, and maintain positive relationships with clients and colleagues.

Basic :
Master's degree in education, early education, or related subject.

10+ years of experience in a consulting role in the field of early education.

Proficiency with Microsoft Office software (i.e., Word, Excel, PowerPoint, and/or Access) is essential in this fast-paced and client-oriented environment.

Experience at state and/or national level with early education policies, regulations, and systems.

Experience working with multiple stakeholder groups as a participant, content advisor, and technical assistance provider.

Experience with content knowledge on early learning guidelines, curriculum standards, quality standards, transition, and assessment.

Preferred Experience/Skills:
Experience providing technical assistance to State Education Agencies (SEA), State Child Care Administrators, and/or other state leaders in early education.

Experience assisting states in building effective early childhood systems.

Knowledge and understanding of:
State early learning and development standards.

Principles and approaches to appropriately assess young children’s knowledge and skills.

Principles and approaches to appropriately assess program quality.

Professional Skills:
Excellent verbal, interpersonal and written communication skills

Strong analytical, problem-solving and decision making capabilities

Team player with the ability to work in a fast-paced environment

Ability to be flexible to handle multiple priorities and to work limited overtime as necessary

Sound business ethics, including the protection of proprietary and confidential information

Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team
