The Joint IED Defeat Organization (JIEDDO) was established as a Deputy Secretary of Defense directed initiative with the mission to rapidly provide solutions to defeat the Enemy’s IED Campaign.The JIEDDO Counter-IED Operations/Intelligence Integration Center (COIC) is DOD’s primary operational element for executing the Attack the Network Line of Operation. The COIC was established to innovatively gather, harness, and fuse information, analysis, and technology to empower Combatant Commanders (CCMDs) and deployed warfighters worldwide with the insight needed to predict, preempt, and defeat asymmetric IED threats.

Job Description

Responsibilities:

This position will be required to provide actionable intelligence and operational information to enable JIEDDO-COIC, Interagency, and other mission partners to develop, shape, and execute counter threat network operations to eliminate or neutralize enemy insurgent networks that threaten US interests and employ IEDs; and, Integrate unclassified (open source) and classified C-IED data in a fused, community-recognized, and authoritative Global IED incident database that enables on demand, user-defined access to deconflicted and correlated data

Qualifications

Basic Qualifications:
  • MINIMUM CLEARANCE REQUIRED: Must have TS/SCI eligibility first day on contract.
  • Candidate will be required to provide CONUS-based analytical services and support to the JIEDDO-COIC Cyber C-IED Analysis Team (CCAT)
  • Proficiency in one of the following languages is required: Arabic, Farsi, “Pashto, Urdu, Russian, Chinese, Spanish, Portuguese, French, German, Indonesian/Malaysian, Turkish, Swahili
  • Candidate must have open source analytical experience
  • Must demonstrate capability to integrate data from multiple disparate sources into a unified, fused database while maintaining traceability to its original sources
  • Must possess advanced foreign language reading and comprehensive skills
  • Must possess knowledge of culture for any area the language is used
  • Must have an in depth knowledge of associated cultures (e.g. ethnicity, race, religion) for any locations in which the languages are used.
  • Must be able to apply foreign language and cultural expertise, area knowledge, advanced computer use and web research expertise to provide near real-time tactical Open Source Intelligence (OSINT) from social media information and social media analysis in support of current military operations.
  • Will be required to support both large scale media analysis and in-depth comprehensive research and assessments of specific targets.
  • Must demonstrate ability to search for and gather information on a wide variety of social media sites; including, Facebook, Twitter, YouTube, and Wikimapia and perform geo-location of pertinent data.
  • Candidate will be required to identify key personalities operating in their area of interest and have the capability of researching their presence on social media sites.
  • Must be knowledgeable of the most commonly used social media sites in different regions of the world and demonstrate proficiency in accessing relevant information from these sites.
  • Candidate will be required to continually update existing methodologies through conducting research of new social media sites and search tools.
  • Must show in-depth knowledge of computer use, web searching and information gathering to a broad range of foreign media to identify trends and patterns.
  • Must be able to identify and track key threat web sites that are proliferating the knowledge of making IEDs and HME.
  • Candidate will be required to evaluate and assess information value, translate Government-selected text, audio, and video materials from the media, and integrate this information with all source analysis and network databases.
  • The contractor shall deliver reports, briefings, and presentations as required
  • Must demonstrate capability to integrate data from multiple disparate sources into a unified, fused database while maintaining traceability to its original sources
  • High School education required
  • Must possess excellent writing and briefing skills
Additional Qualifications:
  • Language proficiency at Professional Working Proficiency Level 3 or higher desired
  • Cultural knowledge level should be at a level required by DOD or DOS personnel assigned for duties in foreign countries for at least 2 years
  • Proficiency in one of the following languages is highly desired: Arabic, Farsi, Pashto, Urdu, Russian, Chinese, Spanish, Portuguese, French, German, Indonesian/Malaysian, Turkish, Swahili
