Position Summary ODOT12-0362oc - Salem The primary purpose of this position is to develop, design, implement and managet the ODOT statewide ongoing procurement risk management program principles and best practices systems that provide the agency with appropriate checks and balances to support procurement, contract development, project delivery and the overall agency mission.

Minimum Qualifications : A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; AND four years professional-level evaluative, analytical and planning work. OR Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification. Preference may be given to candidates who demonstrate the following experience.
Extensive experience with insurance and risk mitigation in the highway construction / capital construction industry
Understands and comprehends parameters of state law
Blended experience in private industry and government risk management, surety and insurance
Experience with managing or consulting on litigation
Extensive consulting experience in risk transferrance in contracts through insurance, bonds and surety instruments Preferred Professional Accreditations include one or more of the following
CRIS – Construction Risk and Insurance Specialist designation
ARM – Associate in Risk Management
CPCU – Chartered Property Casualty Underwriter
CIC – Certified Insurance Counselor Criminal Background and additional pre-employment check(s) as required for the position will be conducted on final candidates (could include Driver License, LEDS, and/or Education Verification).

Use expert knowledge to influence and negotiate risk strategies for ODOT business lines engaged in outsourcing to deliver mission critical services. Provide expert technical evaluation of conflicting agency objectives, insurance industry regulations and solutions for project contract risk transference and public trust elements of a project in order to advise the customer and agency about reliable and legal solutions. Develop statewide policies, procedures and tools that facilitate the design, prioritization and completion of projects and enhance the efficiency or effectiveness of mitigating outsourcing risks. Strategic Consultant Services Establish minimum standards and criteria for customers to facilitate reduced risk to agency procurement and contract administration responsibilities. Assist functional and technical development team members with evaluating of project functional and process changes. Collaborate with client personnel at all levels and build problem solving partnerships with clients and colleagues. Conduct project site visits statewide as needed to ensure appropriate level of evaluation of unusual and evolving site conditions. Lead project team members, procurement team members, and management staff in segments of the analysis, design, and implementation of projects that require a technical/business solution for procurement and contractual risk transfer. Risk Mitigation Assessment, Tools, and Staff Education Establish standards for customers to facilitate reduced risk to agency procurement and contract administration responsibilities. Assist functional and technical development team members with evaluating of project functional and process changes. Assist ODOT business line experts with evaluating project development and delivery risks and project managers in understanding operational risks and develop solutions to ensure projects can move forward. Develop and implement written policies, procedures, and tools for customers to use for procurement and contract management activities. Provide strategic terminology for business line customers who are developing and managing construction and other projects through outsourcing. Assist functional and technical development team members with testing of functional and process changes. Create, revise and implement educational materials, presentations and curriculum for ODOT employees to share expert level information and tools that assist with project evaluation, process integrity, and best practices when employing risk mitigation principles. Trends and Forecasting Track current events and issues and advise the agency executive team, operational business lines, and agency program managers in critical matters related to protecting the agency's operational and financial outcomes. Legislative Analysis Develop and evaluate legislation, including fiscal analysis. Represent ODOT to the Legislative Assembly and negotiate with legislators to achieve the goals and objectives of ODOT outsourcing strategies. Work closely with other state agencies to assure long term, cohesive approach to contractual risk transference.
