SALARY:
$34.33 per hr/ $34.85 (per hr.) as of 7/1/12
QUALIFICATIONS:
High school diploma or GED; Bachelor’s degree strongly preferred
Knowledge and experience with Microsoft Office products and automated systems
Knowledge of school residency laws preferred
Prior experience in conducting investigations preferred
Strong written and verbal communication and organization skills
Valid Connecticut drivers’ license
Ability to work independently and collaboratively
REPORTS TO: Director of Business Services
JOB GOAL:
To investigate the legal residency of all students currently enrolled, as well as those seeking to enroll in a district school, and to take immediate action to disenroll those students found to be out of compliance with district enrollment/residency policies.
To investigate students who are chronically truant and hold attendance hearings.
To recommend to the Superintendent approval or denial of requests for school attendance at out of area schools.
PERFORMANCE RESPONSIBILITIES:
Conduct surveillances and/or investigations of students reported by school officials.
Conduct home visits of students listed on Certificate of Residency documents to confirm their East Hartford residency when information is discrepant.
Conduct residency verifications for out of district special education students.
Communicate with the Central Registration, East Hartford Town Clerk’s Office, Tax Assessors Office, East Hartford Housing Authority, landlords and other appropriate sources.
Work collaboratively with Central Registration on all related matters.
Deliver expulsion and residency notices to parents.
Prepare and assist in residency hearings; conduct residency hearings in the absence of immediate supervisor.
Function as truant officer to investigate cases when contacted by school officials due to excessive student absences.
Hold attendance hearings.
Process requests for Out of Area school attendance.
Create and maintain a data based system for tracking and documentation purposes.
Maintain list(s) of disenrolled and Out of Area students.
Provide coverage for busing issues, as assigned
Assume such other functions as may be determined.
TERMS OF EMPLOYMENT: Seven hours per day, twelve-month year (flexible work schedule)

Performance of this job will be evaluated in accordance with provisions of the Board’s policy on Evaluation of Non-Certified Staff.
