Primary Job Function:
The Contract Requisition Specialist is responsible for maintaining essential contract documents/data in the contract database and building/maintaining hard copy contract files to be in compliance with Corporate Purchasing, Finance, and OEC Compliance policies. Must be able to use critical thinking skills to work independently under minimal direction from Outsourcing Management to evaluate, manage, and prioritize contract processing tasks from pre-negotiated contracts through completion. Must be able to work with multiple complex computer programs to complete the contract execution process within departmental timelines and within auditable standards.

Core Job Responsibilities:
Responsible for compliance with applicable Corporate and Divisional Policies and procedures

Demonstrates operational knowledge of the applicable SOPs and practices required to effectively process clinical contracts

Provides guidance/information and answers to technical and non-technical questions regarding the contracting process

Effectively works to resolve problems within clinical/functional area

Necessary skills include independent/critical thinking, teamwork, attention to detail, time management, strong communication skills (verbal and written), and a high level of customer service

Position Accountability / Scope:
Requisition processing of Purchase Order (PO)/PO creation, including a solid understanding of any auditable documentation needed for PO

Recognize and resolve vendor management issues to maintain system integrity (e.g., wrong supplier chosen by requisitioner)

Comprehending fundamental contract content and purpose to verify that the requisition was created properly and independently make the decision to reject or approve

Functional understanding of the contract types, process flows, and business unit needs

Verification of Insurance certificates, diversity documentation, and CIA required documentation and ability to obtain necessary documentation if not provided

Independently approve PO's for service agreements within delegated limits

Assist with the resolution of higher dollar agreements that have compliance issues

Primary interface with shopping cart requisitioners and PO approvers to identify and/or troubleshoot requisition issues (vendor issues, documentation issues, compliance issues)

Process Purchase Order Change Notice requests according to guidelines established

Demonstrate operational expertise with contract workflow management system and PO system

Applies critical decision making skills to maintain contract process flow

Inbox triaging

cVend entry and approval

Backentry to contracts (e.g., Ex-US, Purchasing Masters, Acquisitions, CRO, etc.)

Preparing paper file for signature and identifying potential compliance gaps

Take initiative and identify new approaches to resolve problems and mitigate risks

Communicates with suppliers to provide AbbVie executed and fully executed agreements

Box and send paper file to off-site AbbVie archive facility

Ability to answer operational questions

High level of customer service required

Project Management Contract Support

Debarment Checks as needed

Qualifications

Experience and Education Required:
High school diploma or GED

1-5 years experience in Pharma industry with an emphasis on the business (contracting, outsourcing, finance)

Beneficial to have experience in SAP, contract management databases, and vendor management programs

Significant Work Activities and Conditions

Continuous sitting for prolonged periods (more than 2 consecutive hours in an 8 hour day)
