THIS VACANCY ANNOUNCEMENT ARE FOR THREE FORMAL CAREER BROADENING
IN THE CONTRACTING CAREER FIELD. THE ORGANIZATIONAL LOCATION OF THESE POSITIONS ARE (2) HQ AFMC AND (1) ESG, WRIGHTPATTERSON AFB, OH.
Career Broadening positions are centrally funded and managed by AFPC/DPIFD. Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of high-potential, mid-level manager/executive.
Career Broadening also provides executive training and developmental opportunities in a Major Command or staff environment. These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.
The organizational goals or objectives of this position are to broaden and/or enhance the leadership abilities, knowledge, and skills of the incumbent by participating in all aspects of the acquisition process including legislative initiatives, policy implementation, strategy development and contract execution. Receives career broadening assignments in interpreting and providing a full range of pricing support and services for the Center's complex, high monetary value, long term acquisitions for major products and services. Receives career braodening assignments in reviewing, interpreting, and developing procurement policies and procedures. Broadening assignments involved in maintaining technical surveillance over assigned subject matter including the evaluation of current practices to determine problem areas and the necessary resolution. Career broadening assignments involve working and coordinating with various individuals and organizations. Career broadening assignments in conducting special projects and studies and when required serves on committees, task forces, working groups, etc., at HQ AFMC, HQ USAF, and/or DoD.

SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.
To be creditable, the specialized experience must have been at the GS- 12 grade level or equivalent under other pay systems in the Federal service.
Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions:
Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.
The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of contracing principals, policies, procedures, and regulatory requirements, methods, contract types, procurement law, statutory mandates, Executive orders, and federal and agency regualtions.
2. In-depth knowledg eof cost accounting standards, pricing techniques and arrangements, economic price adjustments, defective pricing, and profit policy.
3. Knowledge of small and disadvanctaged business program and business practice and market conditions applicable to program and technical requirements.
4. Extensive planning, coordinating, and organizational skills and the ability to establish effective working relationships with all internal and external customers and private industry.
5. Skill in fact-finding contract analysis and pricing techniques, problem resolution, and development of concrete action plans to solve problems.
6. Skill in analyzing and evaluating a variety of options from the perspective of available resources, legal requirments, acquisition program costs, acquisition lead time, socio-economic program requirements, and customer satisfaction to select the optimum methods of acquisition.
7. Ability to communicate effectively, both orally and in writing, clearly, concisely and with technical accuracy.
ADDITIONAL CONDITIONS OF EMPLOYMENT

MOBILITY AGREEMENT: These are not continuing positions and assignment duration is limited to 36 months. An employee selected for a Career Broadening position must sign an Air Force Mobility agreement as a condition of selection.
TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
PCS costs will be IAW career program policy under this announcement.
PCS RESTRICTION: An employee required to make a PCS to a Career Broadening assignment will be restricted from making a second PCS for 12 months (DOD JTR Vol).
Work may occasionally require travel away form the normal duty station on military or commercial aircraft.
Incumbent must possess and maintain the required security clearance.
IAW JTR, Vol II may be required to travel by regularly scheduled passenger military or commercial aircraft in performance of TDY.
The Contracting Civilian Career Broadening Program is an integral part of the AF's civilian leadership development framework; it is designed to build functional and institutional competencies.
Career Broadening assignments, although of relatively short duration (36 months), are sufficiently complex and demanding to increase and broaden experience.
There are three (3) GS-1102-13 CB positions available at WPAFB; two (2) positions located at HQ AFMC and one (1) position located at ESG. HQ AFMC has an assortment of contracting experience options for a CB (e.g., action officer at the headquarters, major source selections, strategic programs, policy review, and training). Rotations may be available to afford the selectee the optimal broadening experience. The selectee for the ESG position will participate in leveraging the AF buying power and reducing redundant acquisitions to strengthen support for important socio-economic programs.

Applicants should have completed a Masters degree, held at least a limited warrant (exception Price/Cost Analyst), APDP level II certified, and demonstrated leadership ability by being a team lead or supervisor. Those that are currently GS-12s should have at least four years time-in-grade and the completion of any PME is desired. Those that are currently GS-13s should have at least one-year time in grade and the completion of PME is strongly desired.
