General Atomics Electronic Systems, Inc. (GA-ESI) is comprised of five product lines involving different aspects of energy. One serves the petroleum and chemical industries, two focus on the nuclear/radiation monitoring industry, and two provide high power systems and components. The common thread of our systems technology is the design, development, and manufacture of secure and highly reliable microprocessor/PC-based control and information handling systems.

We currently have an exciting opportunity for a Proposals Specialist at our affiliate company, General Atomics Electronic Systems. Under general direction, this position is responsible for planning, scheduling and administration of proposal efforts, including editing segments of proposals projects. Leads proposal efforts to ensure request for proposal (RFP) specifications and Company standards are met. Liaises with program management, administrative management, and the contracts department on related matters.


Develops and edits non-technical sections of proposals and assists technical authors in maintaining requirements.

Develops cost and pricing models and schedules with management and customers as well as ensures that proposals are well written and met the RFP requirements and Company standards.

Participates in cost and contractual input; identifies issues and recommends solutions.

Develops pre-proposal and proposal related submissions, RFI – Requests for information, as well as recommending the layout of the proposal.

Develops recommendations for changes in proposal policies and standards, and develops and maintains various electronic databases.

Provides input to management on short and long term proposal planning.

Documents findings, communicates results to proposal or management staff and makes technical presentations as required.

May prepare research and promotional material, including marketing brochures and displays, describing the organization’s various projects and technical capabilities.

May provide direct and guidance to less experienced staff.

Maintains the strict confidentiality of sensitive information.

Performs other duties as assigned or required.


Typically requires a Bachelor's degree in Business Administration, English, Journalism, Technical Writing, or related discipline and six or more years of progressive professional commercial or government proposal experience. Equivalent professional proposal experience may be substituted in lieu of education.

Must have a complete understanding of proposal concepts, principles and theory; knowledge of FAR and related governmental rules and regulations; and experience demonstrating a broad and practical application of those principles, concepts, and practices.

Must possess the ability to understand new concepts quickly; apply them accurately throughout an evolving environment; organize, schedule and coordinate work phases; and, determine the appropriate approach at the task level or, at the project level to provide solutions to a range of complex problems.

Must have strong communication, computer, documentation, presentation, and interpersonal skills, the ability to work independently and lead a team; able to perform complex tasks in one technical proposal area; and, lead a team of less experienced support and/or professional employees on non-routine tasks.

Able to work extended hours and travel as required.
