The Anoka County Community Health and Environmental Services Department has a Public Health Nurse position in the Public Health Emergency Preparedness program as lead staff for emergency preparedness response planning. This position will be a professional liaison to work in collaboration with health-care providers, schools, faith-based organizations, municipal agencies, local businesses , community groups, law enforcement, and county departments to plan, coordinate, develop, and conduct exercises and to provide outreach and training for Public Health emergency preparedness. This position is contingent upon grant funding.

EXAMPLES OF ESSENTIAL DUTIES (ILLUSTRATIVE ONLY):

Provide staffing to the Community Health and Environmental Services Department Community Health and Environmental Services Department Public Health Emergency Preparedness program; recruit, develop emergency preparedness response plans , train, conduct exercises, and strengthen relationships with alternative dispensing sites (alternative dispensing sites will dispense medications or vaccines during a public health emergency); maintain ongoing requirements and activities of current and future Mass Dispensing Sites; collaborate with stakeholders to develop alternative dispensing sites plans, which includes the Metro Pharm Cache for identified mission critical staff, and those citizens unable to travel to open dispensing sites; assist in the coordination of response planning with community entities; develop and maintain community partnerships with the healthcare community to enhance the response capacity; complete grant duties required of local public health from the Centers for Disease Control and Prevention and the Minnesota Department of Health; assist in the Strategic National Stockpile and Local Technical Assessment Review planning and preparation to meet yearly requirements; develop training and presentations for staff and stakeholders; conduct and evaluate exercises for the purpose of strengthening the community’s ability to respond to an emergency; support public immunization clinics and infectious disease investigations as needed.

REQUIREMENTS:

Bachelor’s Degree from a school of nursing accredited by the National League of Nursing; current licensure as a Registered Nurse in the State of Minnesota, plus Public Health Nurse Certification; one to three years of related experience in public health, infectious or vaccine preventable disease, emergency preparedness; or equivalent combination of education and experience.

Knowledge of: Public Health principals, practices, essential services in protecting the public’s health; grant or project management; computer technology; and, community resources.

Experience in: Community planning and organizing, public speaking and presentations; working with health-care providers, municipal agencies, local businesses , community organizations, schools, law enforcement, faith-based organizations; and, grant or project management.

Ability to: Communicate effectively in written and oral format; work in a fast-paced environment with diverse groups and individuals; organize and manage multiple projects and meet deadlines; establish and maintain effective working relationships with community resources in the public and private sector; teach, supervise and work with volunteers and paraprofessionals; make decisions and exercise independent judgment; prepare, organize and maintain accurate reports; develop presentations and training material; make public presentations; create effective community planning resources; guide and direct individuals during training, planning and exercising activities; maintain confidentiality; and, lift and carry equipment and supplies.

Skill in: Developing, implementing and evaluating special projects/programs; written and oral communication; computer applications; data analysis; creating and maintaining of databases; communicating with diverse populations; and, dealing effectively under stressful circumstances.

Must have own transportation for business use and successfully complete BCA and driver's license checks.

GRADE LEVEL:

Grade 612
Normal hiring range: $26.37 - $29.46 per hour depending on qualifications.
Salary range $26.37- $38.71 per hour.
