SBM Offshore is currently recruiting for a Procurement Engineer (aka “Package Manager”) – Marine & Mooring . The position has the overall responsibility for the completion (quality, schedule, and cost) of the marine & mooring packages assigned, and is considered the “Project Manager of the Package”. This position requires relevant knowledge, both technical and commercial, of oil and gas production equipment that is engineered and procured for operation on the topsides of marine vessels such as FPSO’s, and offshore platforms. Relevant knowledge of shipyard, fabrication and machine shop practices, and offshore installation activities is also beneficial.

The successful candidate will be required to:
Manage the assigned package from review of engineering documents through handover to the construction team.

Be the overall point of contact for all technical, commercial, expediting and administrative issues relating to the package.

Liaise with the Package Engineer who is responsible for all technical aspects of the package.

Participate in the RFQ preparation, bid clarification and Vendor qualification.

Define the negotiation strategy with the Buyer, and other members of the supply chain team.

Approve the Package Bidder List, Commercial Bid Evaluation, Recommendation to Purchase and Purchase Requisition.

Manage the execution of the Purchase Order technically, in conjunction with Engineering, Regulatory Compliance, and commercially (order acknowledgement, bank guarantee, changes, claims...).

Take ownership of the change control of each package.

Manage the interfaces between vendor and engineering.

Receive, control and close Technical Queries, Non-Conformance Reports, Design Changes, Vendor’s change orders, in conjunction with Engineering.

Obtain progress reports from the Vendors/Suppliers and verify the accuracy.

Make sure that PO execution is in line with the Project schedule.

Manage the inspections, the delivery and receipt of the package at site with the help of the Inspection, Regulatory Compliance, Expediting & Logistics, and Site Material Control teams.

Ensure handover to project site construction team and if needed, assist / participate in construction/integration, and pre-commissioning activities.

Ensure Vendor Documents are received, reviewed and approved by the relevant people on time.

Assess Vendor's performance and provide feed- back to other Departments.

Requirements
Qualified candidates will possess a Bachelor’s Degree (preferably in an engineering discipline) with preference given to candidates having an advanced degree. In addition to the educational requirements, candidates should also possess a minimum 6 years of experience in the Oil and Gas Business within moderately complicated projects in a technical and commercial position. This position requires relevant knowledge, both technical and commercial, of oil and gas production equipment that is engineered and procured for operation on the topsides of marine vessels such as FPSO’s, and offshore platforms. More specifically, knowledge of the following equipment packages is desired: Winches; Hydraulic systems; Chains, ropes and forged accessories; Castings; Hoses; Valves; Turret & swivel components; Cranes. Candidates shall also possess knowledge of applicable codes and standards. Additional consideration will be given to candidates with specific knowledge of codes and standards that apply to offshore, European locations such as: IEC 60079; CE Mark; European Directives- PED, Machinery, LV, EMC, ATEX. 25% Travel is expected.
