The Bureau of Safety and Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement.
These positions are located in the Gulf of Mexico Outer Continental Shelf Region for the Bureau of Safety and Environmental Enforcement. These positions directly relate to the safety of operations, protection of equipment, conservation of natural resources and preservation of the environment as required by congressional laws, federal regulations, and lease stipulations.
The primary purpose of this position is to perform engineering analysis and routine inspections of oil, gas, and other mineral facilities and operations on the outer continental shelf of the United States.
These are Permanent, Full Time positions located Jefferson, Houma, Lake Charles, Lafayette Louisiana and in Clute Texas.

The major duties of this position include, but are not limited to the following:
- Performs duties which are designed to provide orientation in the application of academic theories and basic principles to petroleum engineering work.
- Conducts engineering analysis of production and operations on the Outer Continental Shelf and prepares engineering reports under the direction of the Production Operations Section Chief and/or the District Manager.
- Participates with higher level inspectors and engineers in preparing for, conducting, and reporting on inspections and investigations of offshore oil and gas facilities and conducts partial field audits of SEMS .
- Receives classroom and on-the-job training in oil, gas, or other mineral safety and environmental requirements. Attends selected training seminars, meetings, or other organizational activities.

Petroleum Engineer GS-0881
You must meet the description in either A or B below to qualify for this position.
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration--Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A.
Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination.
3. Specified academic courses--Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
4. Related curriculum--Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
College or university education -- Educational course work may be at either the undergraduate or graduate level. Successful completion of graduate level courses will be accepted as evidence that an applicant also possesses the knowledge taught in courses at lower levels in the same field.
Applications can be accepted from students who expect to complete qualifying education within 9 months from the date of application. However, agencies must verify that the education was completed successfully before the applicant can be appointed.

2. Selective Placement Factor Requirement:
This vacancy has a selective placement factor; in order to qualify applicant must have a Petroleum Engineer Degree or the following courses:
Drilling Engineering, and
Drilling Fluids, and
Well Logging, and
Reservoir Fluid Properties, and
Phase Behavior of Hydrocarbon Systems
3. Specialized Experience Requirement:
Applicants who meet the basic education requirements for this position (outlined above) are fully qualified for the GS-5 level.
Specialized experience must have been equivalent to at least the next lower grade level (GS-05).
Examples of specialized experience include: assisting with routine engineering assignments, assisting in the maintenance of computer programs and databases utilized in engineering evaluations, assisting with the compilation, analysis, and interpretation of basic engineering data.
Graduates of Professional Engineering Curricula who meet the Selective Placement Factor may qualify for the GS-7:
1. If they have superior academic achievement* at the baccalaureate level in a professional engineering curriculum.
2. Applicants who have an engineering degree and appropriate experience as a technician equivalent to grade GS-5 or higher may have such experience credited for grade GS-7 on a month-for-month basis up to a maximum of 12 months.
3. If they have successfully completed a 5-year program of study of at least 160 semester hours leading to a bachelors degree in engineering.
Superior academic achievement (S.A.A.) is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
The G.P.A should be credited in a manner that is most beneficial to the applicant. For example, applicants may list their G.P.A. as recorded on their final transcript, or they may choose to compute their G.P.A. The specific provisions are detailed below:
§ G.P.A. as recorded on the final transcript. The final transcript must cover the period being used to determine G.P.A., i.e., all 4 years or last 2 years.
§ G.P.A. including course work after bachelor's degree. Undergraduate course work obtained after an applicant has received a bachelor's degree can be credited in computing the G.P.A. of applicants who need those courses to meet minimum qualification requirements, i.e., the courses are required by the standard or by the individual occupational requirement. They are treated as described in the following example:
An applicant for a Biologist position has a bachelor's degree that included no biology course work, but has taken 24 semester hours in undergraduate biology courses after obtaining the bachelor's degree. The grades earned in the biology courses should be included in the computation to determine this applicant's eligibility for GS-7 under the Superior Academic Achievement provision. These courses should be counted in determining (1) the overall grade-point average, (2) the average obtained during the final 2 years of the undergraduate curriculum, and/or (3) the average in the major field of study. For purposes of this example, biology would be considered the major field of study.
§ G.P.A. excluding pass/fail courses. Applicants usually cannot claim credit based on their overall G.P.A. if more than 10 percent of their total credit was based on pass/fail or similar systems rather than on traditional grading systems. However, if they can document that only their freshman-year courses (25 percent or less of their total credit) were credited on a pass/fail or similar system, they can use their overall G.P.A. to claim Superior Academic Achievement. If 10 percent or fewer credits or only freshman-year courses were based on pass/fail or similar systems, such credits can be ignored and the G.P.A. computed on the graded courses. Applicants can, however, still claim credit based on their last 2 years if 10 percent or fewer credits were based on pass/fail or similar systems. Applicants who cannot claim credit under the G.P.A. requirements may claim credit for superior academic achievement only on the basis of class standing or honor society membership.
