The City of Vallejo's Department of Public Works is recruiting for the position of Pipe Mechanic I/II in order to establish a Register of Eligibles List, we will consider applicants who meet the posted minimum requirements.

Please Note: The salary noted above is at the Pipe Mechanic II level. Salary for the Pipe Mechanic I is as follows: $3,762 - $4,573 (monthly).

DEFINITION

To perform responsible semi-skilled and skilled installation and maintenance services of water distribution systems; and to perform a variety of technical tasks relative to assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS

Pipe Mechanic I - This is the entry level class in the Pipe Mechanic series. This class is distinguished from the Pipe Mechanic II by the performance of the more routine tasks and duties assigned to positions within the series. Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

Pipe Mechanic II - This is the full journey level class within the Pipe Mechanic series. Employees within this class are distinguished from the Pipe Mechanic I by the performance of the full range of duties as assigned including the performance of skilled duties in the installation and maintenance of water distribution facilities. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or when filled from the outside, have prior work experience.

SUPERVISION RECEIVED AND EXERCISED

Pipe Mechanic I

Receives immediate supervision from a Utility Supervisor.

May exercise functional and technical supervision over maintenance staff.

Pipe Mechanic II

Receives general supervision from a Utility Supervisor.

Exercises functional and technical supervision over maintenance staff.

Examples of Duties:

EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES - Important responsibilities and duties may include, but are not limited to, the following:

To lead small crews and perform grounds installation, replacement, repair, and maintenance services of water distribution systems.

Participate in the installation and maintenance of water services and meters; install backflow devices; test and certify backflow devices.

Participate in the installation and maintenance of fire services, valves, and hydrant runs; tap water mains.

Survey various areas of the water system; locate and repair leaks in water distribution lines; check for potential hazards or contamination.

Operate moderately heavy and light mechanical equipment including a backhoe, boom truck, jackhammer, tapping machine, wacker, and various other equipment.

Perform preventive maintenance on equipment as required.

Perform heavy physical labor.

May perform the welding of steel mains, plates, manholes and blow-offs.

May be required to perform duties on an on-call basis.

Estimate time, materials and equipment required for jobs assigned, requisition materials as required.

Train assigned employees in their area of work in maintenance and repair methods, techniques, and in the set up and use of equipment.

May perform welding on water mains and other equipment as required.

Ensure the adherence to safe work policies and procedures.

Verify the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.

Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.

Perform standby duty and respond to emergency situations.

Perform related duties and responsibilities as required.

Minimum Qualifications:

QUALIFICATIONS

Pipe Mechanic I

Knowledge of:

Basic principles and practices of general water line installation and maintenance activities.

General use, purpose and maintenance of hand tools.

Safe work practices.

Ability to:

Learn principles and practices of a water distribution system.

Learn principles and techniques of welding.

Learn operational and safety procedures of various moderately heavy and light mechanical equipment.

Learn to operate a variety of light and moderately heavy mechanical equipment.

Learn to read and interpret maps, sketches, drawings, specifications and technical manuals.

Perform a variety of manual tasks for extended periods of time and in unfavorable weather conditions.

Respond to the corporation yard for an emergency call out.

Communicate clearly and concisely, both orally and in writing.

Use and operate hand tools, power tools, and mechanical equipment in a safe and efficient manner.

Perform a variety of semi-skilled duties in water distribution facility repair and installation.

Perform preventive maintenance on mechanical equipment as required.
Use hand and power tools.

Perform heavy manual labor.

Understand and follow oral and written instructions.

Establish and maintain effective working relationships with those contacted in the course of work including the general public.

Pipe Mechanic II

In addition to the qualifications listed for Pipe Mechanic I:

Knowledge of:

Principles and practices of general water line installation and maintenance activities.

Methods and practices of a water distribution system.

Principles and techniques of welding.

Operational and safety procedures of various moderately heavy and light mechanical equipment.

Basic principles of lead supervision and training.

Methods and techniques of construction, maintenance and repair related to the area of work assigned.

Operational characteristics of mechanical equipment and tools used in the area of work assigned.

Basic principles and techniques of welding.

Occupational hazards and standard safety practices necessary in the area of work assigned.

Basic principles and procedures of record keeping.

Ability to:

Lead and perform a variety of skilled and semi-skilled duties in water distribution facility repair and installation.

Operate a variety of light and moderately heavy mechanical equipment.

Read and interpret maps, sketches, and drawings.

Work independently in the absence of supervision.

Interpret, explain and enforce Department policies and procedures within assigned crew.

Operate a variety of equipment in a safe and effective manner.

Perform preventive maintenance on mechanical equipment as required.

Work independently in the absence of supervision.

Read and interpret maps, sketches, drawings, specifications and technical manuals.

Apply good judgment and practical knowledge to resolve unusual or irregular problems in the area of work assigned.

Perform duties in a manner to maximize public safety in the area of work assigned.

MINIMUM REQUIREMENTS Pipe Mechanic I:

EXPERIENCE:
Two years of experience in the construction and maintenance of water utility systems.

TRAINING:
Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance supplemented by specialized training in water distribution system maintenance.

MINIMUM REQUIREMENTS Pipe Mechanic II:

Experience:
Three years of construction and maintenance experience including two years in the installation and maintenance of pressurized water systems.

Training:
Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance supplemented by additional specialized training in water distribution, operation, and maintenance.

Requirements for both Pipe Mechanic I and II License or Certificate:

CERTIFICATIONS REQUIRED:

Possession of a Backflow Prevention Device General Tester Certificate issued by the American Water Works Association - California Nevada Section (AWWA-Cal-Nev. Section) within 24 months of employment for Pipe Mechanic I and upon entry for Pipe Mechanic II .

Possession of a Distribution Operator Grade D 1 Certificate issued by the State of California Department of Health Services (DOHS) within 24 months of employment for Pipe Mechanic I and upon entry for Pipe Mechanic II.

WORKING CONDITIONS:

The Pipe Mechanic I and II will need to respond to the Corporation Yard for an emergency call out within fifteen (15) minutes of notification.

Travel from site to site; some exposure to dust, noise and heights; some heavy lifting standing, climbing; work in inclement weather conditions.

The examination process will include a Oral Exam weighted at 100% of a candidates exam score. Candidates must achieve a passing score of 70% or higher on the oral exam in order to obtain placement on the Register of Eligibles. The City reserves the right to limit the number of candidates to those determined to be the most qualified.
