Writes and edits policies/procedures and related communications to support customer service centers, customer call centers, license agents programs and operations. Leads/participates on agency teams to analyze the impact of new legislation, technologies, programs, and service initiatives on CSMA, DVDMS and MCTS operations. Works effectively with other agency personnel to define policy and procedural needs. Leads and coordinates development and communication of policy, procedural and programmatic changes related to legislation and other initiatives to ensure thoroughness, accuracy and consistency. Serves as a liaison between operational staff and other organizational areas to provide timely and appropriate policy and procedural clarification and guidance.

Minimum Qualifications

Considerable knowledge of technical writing and policy and procedure development principles and techniques.

Demonstrated ability to research and analyze complex problems and data and to interpret legislative statutes for policy/decision-making.

Current experience processing front-counter driver, vehicle and motor carrier transactions in a Virginia DMV CSC.

Demonstrated ability to communicate effectively orally and in writing and to work effectively with all levels of agency personnel in a team environment.

Demonstrated ability to effectively manage multiple projects and priorities and to meet established deadlines.

Experience in policy/procedure writing and development.

Experience in policy analysis, statutory interpretation and application.

Experience in data collection, research, analysis and evaluation of the efficiency and effectiveness of processes.

Experience in drafting effective communications and making presentations.

Experience operating a personal computer with Microsoft Word, Excel, PowerPoint, Access, Visio, and other software programs.

Preferred Qualifications

College degree or equivalent work experience substantiating relevant knowledge, skills and abilities.

Current experience processing front-counter driver, vehicle and motor carrier transactions in a Virginia DMV CSC.
