Participates as a key team member in the evaluation of new commercial and Department of Defense (DoD) business opportunities by providing assistance in response to customer solicitations, pricing requirements, and business case preparation. Prepare moderate to high complexity cost proposals utilizing established systems and cost estimating procedures. Analyze cost inputs for accuracy, completeness, reasonableness and compliance to all applicable laws and company procedures. Identification and evaluation of proposal risks and opportunities. Prepare DoD cost volumes in accordance with Federal Acquisition Regulations (FAR) and customer requirements. Generate supporting data packages for internal and external customers.
Knowledge of financial analysis and problem solving; an understanding of the implications of the Truth in Negotiations Act (TINA) and the most commonly applied FAR and Defense Federal Acquisition Regulations (DFARs). Has working knowledge of Cost Accounting Standards (CAS) and GAAP applications. Fully knowledgeable on government contract formats; well versed in manufacturing requirements planning, Department of Defense (DoD) Budget/Procurement Process, Subcontractor Cost/Pricing Analysis, and program management best practices; active participant in business/proposal strategies and negotiations. Skills to develop and improve commercial pricing tools and business case models based on changes in business structure and RFP requirements. Maintain history on escalation indices, analysis of market dynamics, pricing trends and market opportunities.
Required: Bachelor's degree in related field. MBA preferable. Minimum of 6 years relevant experience.
Must have the ability to conduct cost/benefit analysis, and deliver effective financial business solutions to complex issues that will enhance the company's financial forecast.
Ability to work effectively in a fast paced environment to meet company and customer requirements.
Understands the basic principles, concepts, and practices of program organization and control, team building, and financial management. Works under minimal supervision. Have intermediate skills in Lotus Notes, Word, and Powerpoint along with advanced skills in Excell.
Advanced analytical techniques such as regression, learning curves, loss of learning, and price-to-win.
