Position Summary
ODOT13-0038OC - Clackamas
The purpose of this job/position is to supervise all activities of the Region 1 Electrical maintenance unit crews through administration, supervision, and delegation of authority. The Electrical Manager also provides technical expertise to personnel with ODOT and to other outside agencies.
The person in this position is responsible for Region 1's crew of 13 full-time employees with a biennial budget of approximately $6 million dollars. This position requires considerable knowledge of electrical and the traffic signal system to provide a safe transportation network. This position is also responsible as a member of project development teams, to review planned projects to provide input for modifications that ensure consistency and maintainability of traffic signals, tunnel illumination, bridge lighting, and highway illumination.

Must have and maintain a valid driver's license and an acceptable driving record.

This position requires a valid Oregon General Journeyman Electrician license, Oregon General Supervising Electrician License or Professional Electrical Engineer License. Please list your license information on your application materials.
Supervision and Management Experience
Six years of experience in supervision, staff-technical, or professional-level work related to Project Management, Highway Maintenance, or Electrical Management
Two years of this experience must have included supervision and management of a program, section, or unit which included:
a) development of program rules and policies;
b) development of long-and short-range goals and plans;
c) program evaluation; AND
d) budget preparation.
NOTE: A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as Business or Public Administration, or a field related to the program of the employing agency, may be substituted for three years of the required experience.
OR
Program/Project Leader Experience
Six years of experience in supervision, staff technical, or professional work related to Project Management, Highway Maintenance, or Electrical Management).
Two years of this experience must have included program/project leader responsibility involving one or more of the following areas:
a) development of program rules and policies;
b) development of long- and short-range goals and plans;
c) program evaluation and/or project evaluation; OR
d) monitoring and controlling or preparing a budget.
NOTE: A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as Business or Public Administration, or a field related to the program of the employing agency, may be substituted for three years of the required experience.

Position Duties
Directly supervise the daily activities by planning and assigning work, monitoring and evaluating employee's performance including preparation and delivery of annual written performance appraisals; ensuring employee's performance, training and orientation, and administering AEE and OPEU bargaining agreements.
Develop and administer a combined Electrical program biennial budget of over $6 million.
Establish long and short term goals and objectives for the unit.
Monitor the unit's performance measures and take appropriate corrective actions as necessary. Manage team performance to assure that goals and objectives are understood/committee to by employees.
Develop, plan, and prioritize the Electrical Maintenance Program for electrical features in Region 1. Plan electrical projects and estimate their costs.
Assist in the design of traffic control and other transportation related electrical installations.
Provide technical assistance to ODOT personnel and to other outside agencies.
Coordinate the Region's electrical program activities with ODOT's Traffic Signal Services Unit (TSSU) and participate in regular TSSU meetings.
Investigate accidents and damage to each Region's electrical installations. Ensure that insurance claims are filed with appropriate public or private insurance carriers.
Coach, counsel, motivate, recognize and reward employees and effectively manage employees' job performance; address employee concerns, complaints and grievances to ensure appropriate and early resolution; and to model and promote ODOT values. Effectively delegate to lead workers and subordinates. Frequently drive to various work sites to oversee work of subordinates.
Oversee the Region's electrical apprenticeship training program and certify Region's compliance with Oregon Bureau of Labor and Industries' requirements as an approved training program.
Manage an inventory sufficient to meet the needs for present and projected requirements.
Serve as positional leader for the Region 1 Electrical Unit. Implement and support team management shared leadership with staff.
Participate as member of the District 2B Management Team, which includes developing, preparing sponsoring action items and proposals. Also participate as member of ODOT's Statewide Electrical Services Management Team and 0-Team.

Other duties as assigned.
