Position Summary ODOT12-0657OC - Salem The purpose of the Senior Transportation Analyst is to perform complex traffic engineering, environmental, and other planning analyses. The Senior Transportation Analyst coordinates transportation planning analysis activities with local and federal agencies and other ODOT sections on issues dealing with highway planning and design construction on major projects and urban area transportation systems. This person assigns reviews and approves work done by junior analysis staff. This position requires advanced knowledge of traffic engineering principles, transportation modeling, considerable planning principles, and computer applications relative to transportation planning. Written and verbal communication is an important aspect of this position because of extensive contacts with the public, federal, and local agencies. The Senior Transportation Analyst should have advanced analytical, organizational, and public relation skills and be able to work independently to outline projects assigned to the Transportation Planning Analysis Unit. This includes, but is not limited to assessment of data needs, analysis methodologies, manpower needs and completed documents to meet requirements of any assigned project. This position is represented by the Association of Engineering Employees of Oregon (AEE) Must have and maintain a valid driver's license and an acceptable driving record. Minimum Qualifications : A valid Professional Engineer's (PE) license in Civil or Transportation-related engineering. Note: Preference will be given to candidates with the following experience: Considerable knowledge of planning principles, traffic engineering principles, and computer/microcomputer applications relative to transportation planning. Two years of experience performing detailed traffic analysis and reports. A working knowledge of traffic analysis software including Synchro/Sim Traffic, HCS, etc. Leadership skills. Application Help: http://www.oregon.gov/ODOT/CS/HR/jobs/Application_Help.pdf Position Duties Perform Traffic generation, capacity analyses, make geometric design recommendations, review and prepare traffic impact studies, reports and documentation for the following types of traffic related studies: Solution development, Corridor planning and Transportation System Plans (TSPs), Urban area traffic studies, Environmental Impact Statements and Assessments (EIS and EA), Reconnaissance traffic studies, Commercial development impacts. Some final reports may require stamping with the Professional Engineer’s seal. Coordinate or perform traffic impact studies of commercial developments. Provide design traffic, make design recommendations, and participate in discussions with consultants on design recommendations, which affect cost apportionment. Perform complicated traffic capacity analysis and make significant geometric design recommendations for Region 2 STIP projects. Coordinate assistance for large complex EIS projects with ODOT Transportation Planning Analysis Unit. Review and provide advice and comment on corridor strategies, corridor plans, transportation system plans and refinement studies. Prepare interchange justification documentation for submittal to FHWA. Prepare and administer consultant contracts to perform traffic engineering studies. Review consultant traffic reports and participate in determining appropriate technical data and recommendations for project delivery Perform traffic capacity analysis on local urban street systems and write traffic impact studies and technical planning reports recommending geometric design and traffic control device solutions to congestion problems. Apply statistical software and other appropriate programs to create and calibrate transportation models to simulate traffic flow on urban transportation systems, and to forecast traffic demand for planning purposes in the urban area. This involves developing special applications programs for microcomputers. Conduct research in areas related to transportation modeling and analysis. Assist Region staff with Metropolitan Planning Organizations (MPO). Provide technical assistance needed to monitor federally required Planning Work Programs and Transportation Improvement Plans and assisting the MPOs maintain conformance to federal and state regulations for transportation planning and air quality conformity Represent ODOT on Urban Area Technical Advisory committees and making presentations on transportation issues. Provide liaison work with city, county, and consultant representatives Serve in the capacity of Lead Worker assigning, reviewing and approving the day to day work of transportation analysis staff on projects including unique and complex traffic investigation and transportation projects.
