Ke`aki Technologies has an exciting opportunity for a Program Analyst. The position will be located at the Navy and Marine Corps Public Health Center (NMCPHC) located in Portsmouth, Virginia. This position requires United States Citizenship. The candidate will also be required to execute a Business Associate Agreement (BAA) in accordance with the HIPAA Department of Defense Business Associate Agreement.

The Navy and Marine Corps Public Health Center (NMCPHC) and its subordinate activit ies mission is to coordinate and provide centralized support and serv ices to medical activities, afloat and ashore, in areas of Health Promotion Wellness, Preventive Medicine, Health Analysis, Epi D ata Ce nter , Occupational and Environmental Medicine, Indu stri al Hy gie ne, and Environmental Programs . NMCPHC's Health Promotion Wellness and Preventive Medicine Department's function is managing the health populations by developing a comprehensive population-based approach to medical care delivery and health impro veme nt .

The Health Promotion Wellness and Preventive Medicine Department performs needs assess ments for program planning, identifies health risks and resources , assesses health status, and recommend s priorities for disease/injury prevention and health promotion activities for both Navy and Marine Corps health promotion programs, medical and dental treatment facilities, and staff and line commands.

The Program Analyst will provide professional, administrative, or technical services in support of each member's initi a tive s and assigned mission s. The work effort is to provid e the support required to achieve the desired degree of responsiveness essential to accommodate workload demands.

Conduct database management support and application/account administration in support of electronic applications maintained by the Health Promotion and Preventive Medicine Department.

Troubleshoot and resolve initial user problems with electronic applications.

Co mmunic ate with different levels of users for multiple electronic applications and provide help desk suppo rt . Communicate with sub ject matter experts and ensure re spons e t o u se rs as appropriate.

On a daily basi s, obtain data files submitted b y users, append these files to the global database, and resolve conflicts with duplicate or erroneous entries. Extract and transfer data as required and as requested by Program Manag ers while maintaining data protection under HIPAA and Pri vacy Act regulations.

Run quality assurance and data validity checks on data submitted by users and global databases.

Hold training sessions for users via web broadcast and during the annual NMCPHC workshop as needed.

Compile and assemble documentation and training materials for electronic applications such as user help documents, quick reference guides , and tutorials.

Employ computer graphics or Microsoft Word, PowerPoint, Excel , and ACCESS applications to complete work assignments .

Identify c o ntractor deficiencies to the COR .

Review contracL'task/delivery order deliverables , rec ommend acceptance/rejec ti on and provide the COR with documentation to support the recommendation.

Prepare the final report on contractor performance for the applicable contract/task/delivery order per the format procedures prescribed by the COR.

Identify in writing contractor noncompliance with reporting requirements to the COR.

Evaluate the contractor ' s proposals for specific task/delivery orders and identify in writing problems/areas of concern/issues to be discussed during negotiations to the COR.

Review contractor status and progress report s, identify deficiencies to the COR in writing, and provide the COR with recommendations regarding acceptance, rejection and/or Government technical clarification requests.

Review and sub mi t invo ices for the appropriate mix of types and quantiti es of labor materials and other direct costs and provide the COR with recommendations to facilitate certification of the invoice .

Provide i n writing the COR with timely input regarding technical clarification s for the SOW, possible technical direction to provide the contractor and recommend corrective actions.

Provide detailed written reports of any trip, meeting or conversation to the COR su bsequent to any interface between the TA and the contractor . Submit all requ i rements to fulfill the performance of the contract.

Schedule and coordinate periodic contra ctor / contract employee meetings and provide COR written documentation of the meeting.

Prepare a Quality Assurance Surveillance Plan (QASP) to accompany the Statement of Work for review by the COR.

Complete the COR Report of Contractor's Performance per the schedule established in the contract administration plan for the contract.

Three years of experience providing electronic application support.

Bachelor in Management Information Systems or Computer Information Systems or r ela ted field. Associate Degree in one of the above named fields with 2 years work experience can be subst ituted for Bachelor degr ee. 3 years of eq uivalent experience working in a related field can be substituted for Bachelor degree.

At least three years experience troubleshooting and res olv i ng initia l user problems with electronic applications .

At least three years experience with application management tasks, including (but not limit ed to) database management suppo rt , application administration , account administration , and troubleshooting user problems.

At least three years experience querying data using Microsoft Access or SQL to run descriptive data checks for quality assurance and data validity.

Demonstrated ability to work in teams of health care professions as well as independently.

Strong speaking and writing skills in English. Demonstrated ability to communicate succinctly and clearly with people having various leve l s of educational background.

Knowledge of HIP AA and Privacy Act regulations and processes in the public health setting as plus.

A Secret Security Clearance is required.

Confidentiality of medical-related information—including Privacy Act and HIPPA related--is required.

M ust achieve an 1A baseline certification that meets the requirements of the directive and the individual's position (IA Manager or IA Technical) and duties .

CLEARANCE INFORMATION: Must be able to obtain and maintain a Secret clearance. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information (up to and including a Secret clearance).

In addition, work on this project requires the candidate has access to Healthcare Informa tion Portability and Accountability Act (HIPPA) related inform ation. Candidates sha ll maintain security of this information to prevent compromise. The candidate will be required to execute a Business Associate Agreement (BAA) in accordance with the HIPAA Department of Defense Business Associate Agreement.
