DUTIES:
This program Analyst position is located in Office of Security Capabilities (OSC), Operational Support Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will apply your experience and knowledge of program principles, concepts, regulations and practices, analytical methods and techniques performing multiple and varying assignments in Test and Evaluation Acceptance Testing under the limited direction of a manager or more experienced professional.

Duties include:
Supporting the creation of Independent Government Cost Estimates (ICGE), Statement of Work (SOW), and Procurement Request (PR) packages as Technical Lead on OSC support contracts.

Providing Subject Matter Expert (SME) support to the test teams and program offices as required.

Participating in System Evaluation Teams and Integrated Product Teams for Transportation Security Equipment (TSE).

Reviewing and commenting on contract deliverables pertaining to Factory and Site Acceptance Test (FAT and SAT) plans, procedures, and reports for TSE.

Coordinating FAT and SAT logistics and test support to meet dynamic production and deployment schedules of TSE.

Ensuring accurate and timely distribution of test reports to stakeholders through the available information systems.

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Pay Band) performs the same duties but will receive more guidance and training and/or projects/work assignments may be less complex.

QUALIFICATIONS REQUIRED:
To qualify for the SV-G Pay Band (equivalent to GS-11), you must meet one of the qualification requirements (A, B, C, OR D) outlined below.

A. Experience: For those qualifying using experience, your application must clearly outline one year of specialized experience at the SV-F Pay Band or GS-9 in Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position.

Such experience includes:
applying basic knowledge of project management principles, methods, practices, and techniques pertaining to programs in a test and/or operational environment, (i.e., checked baggage, passenger screening, cargo screening systems);

assisting in examining a screening system, process, or technology to determine operational effectiveness and suitability in an operational environment; and

reviewing and analyzing the program data related to a system, process, or technology to determine program effectiveness and efficiency.

OR

B. Education: Ph.D. or equivalent doctoral degree or 3 years of progressively higher education in a related field from an accredited college or university.

OR

C. Education: LL.M., if related.

OR

D. Combination of Education and Experience: Combinations of successfully completed post-graduate education and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

examining a screening system, process, or technology to determine operational effectiveness and suitability in an operational environment; and

reviewing and analyzing complex program data related to a system, process, or technology to determine program effectiveness and efficiency.

OTHER INFORMATION:
Conditions of Employment: Experience with Test and Evaluation methodologies and procedures as they pertain to DHS/TSA Operational Test processes are desirable.

Experience with Validation and Verification methodologies and procedures as they pertain to DHS/TSA processes and the FAR guidelines are desirable.

Must be able to travel and work at airport sites for more than 3 days at a time.

Must be able to work in airport baggage rooms/equipment rooms to oversee equipment tests and validations.
