The Oregon Department of Energy has an opportunity with its Energy Efficiency and Conservation Section for candidates interested in the planning and delivery of innovative programs designed to promote residential energy efficiency and sustainable building practices throughout the state. This announcement will be used to establish a list of qualified applicants to fill a current vacancy and may also be used to fill other vacancies as they occur. This is a permanent, full-time, unrepresented position. Duties include travel to the main office in Salem one day a week and as needed to attend meetings, training, and to coordinate with management and program staff . Regular travel throughout the state and occasional interstate travel is also required. Business needs require attendance at occasional evening and weekend meetings or events. The duties include performing energy audits and inspections of residential facilities involving various physical activities and exposure to conditions and risks normally associated with construction sites and mechanical equipment.
Duties & Responsibilities The purpose of this position is to promote the energy efficiency of residential buildings including the use of high efficiency appliances and sustainable home building and renovation practices in Oregon. This position has lead responsibility for developing, monitoring and evaluating the appliance efficiency component of the Residential Energy Tax Credit program and for ensuring the integration of appliance efficiency and sustainability policies and standards into other state programs, such as conservation tax credits for multi-family housing under the Energy Incentives Program. This position is also responsible for coordinating the agency’s efforts with policies and programs of other state agencies and organizations related to residential energy efficiency, and providing advice to management on policies and legislation in this sector. This position will lead home energy performance score (HB 2801) activities, including but not limited to score design, deployment, quality assurance, data management, training and stakeholder relationships.
In addition, the position will serve as a resource for businesses, citizens and other stakeholders in the Metro Region and other parts of the state providing knowledge and expertise, technical assistance and information. To qualify you must have: A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Engineering, Energy Management or related degree; AND four years experience coordinating or administering an energy/natural resource program; OR Any combination of experience or education equivalent to seven years of professional-level experience coordinating or administering an energy/natural resource program.
Credits must be from an accredited college or university. To receive credit for your degree and/or course work you must attach a copy of your transcripts. Transcripts must be submitted to receive credit for education coursework at the time of application. It is highly recommended that you attach your transcripts even if you meet qualifications with work experience. Excellent technical and analytical skills for the evaluation of energy systems in residential facilities, including on-site energy assessments, audits and surveys. Experience analyzing public policy, recommending changes and proposing new policies. Excellent interpersonal communication skills & experience establishing and maintaining working relationships. Ability to communicate in public forums, make presentations to stakeholder groups, and write clear and concise reports and other materials. Experience performing energy studies of residential facilities including building energy modeling with industry-standard software.
