The Virginia Department of Social Services (VDSS) engages families for success. Its Division of Child Support Enforcement (DCSE) manages 349,000 cases to ensure that child support payments of $657 million per year reach families across the Commonwealth. The Program Manager oversees the operation of an efficient DCSE employee development and training delivery system.
The Program Manager directs, plans and manages a comprehensive statewide training program that requires the creation and deployment of programmatic training to staff in the Home Office, 21 district offices and one satellite office; determines business requirements and implements training strategies to address deficiencies in an environment that is self-paced, interactive and web-based; conducts and oversees research, needs assessment and associated analysis; conducts project planning and evaluation and develops budget as required; develops a documentation methodology and framework system that creates a DCSE "brand"; translates business specification into user documentation and oversees the creation of in-house curriculum, technical documents and training manuals for state-wide deployment; oversees the development of an automated training and succession planning system to ensure seamless transition and minimal disruption to DCSE operations; determines resources needed for a dynamic training program including writing RFPs to secure contractors; supervises and trains staff; and manages employee performance, to include developing clear expectations that relate to agency/unit objectives.
Demonstrated ability to provide leadership, direction and consultation to staff, officials in government and outside entities. Considerable knowledge of adult training and development methodologies, to include needs assessment and analysis, curriculum development, and training program implementation and evaluation. Demonstrated ability to: manage programs and projects, to include developing and directing training programs and organizational development initiatives; develop staff and teams; and communicate effectively orally and in writing with employees, management and stakeholders. Strong interpersonal, presentation and public speaking skills.
Prefer graduation from an accredited college or university with a major in Public Administration, Education, Adult Education, or related discipline. An equivalent combination of training and experience may substitute for education.
Prefer progressively responsible experience in supervision and related experience in a state or local human services environment.
Prefer knowledge of the Commonwealth of Virginia's Knowledge Center.
Employment with VDSS will be contingent upon completion of a background investigation that includes a criminal history check, employment verification, and previous supervisor/reference checks.
NOTICE: VDSS employees whose positions are in Band 5 and above perform in emergency roles if needed during state or federal disaster declarations. This is in accordance with the agency's emergency responsibilities. The selected candidate will be assigned to an emergency role upon hire and is expected to perform in that capacity as needed.
