Essential Duties & Responsibilities Includes the following - Other duties may be assigned: o Conduct HIV pre and post Testing and counseling o Process all forms and lab specimens according to policy and procedures o Drive the mobile testing unit when needed o Supervise staff during testing shift o Collect and process timesheets for assigned staff o Supervise and coordinate the schedule for assigned staff o Obtain encroachment permits and parking permits for the Mobile Testing Program o Locates new venues for the MTU program on a monthly basis o Orders all office and medical supplies for program o Keeps record and log of all maintenance and repair invoices to mobile testing unit o Arranges maintenance schedule for the mobile testing units o Keeps record of all MTU incident reports and claims o Provides technical support to staff regarding paperwork o Serves as a floater when needed o Provides ideas and suggestion on how to meet HIV testing goals o Ensures that all mobile testing units have all the proper forms, permits, materials and supplies o Prepares monthly report for the MTU units o Coordinate with Early Intervention Program Manager to ensure the referrals and linkage of positive clients o Control expenditures and implement cost containment at all levels of programmatic operations in order to provide compassionate, thorough and efficient client testing and referral services. o Provide results for STD tests in accordance with AHF and County Department of Public Health Standards of Care. o Ensure that all clients that test positive for an STD are informed of their test results through either direct AHF contact or referral to Disease Intervention Specialist. o Report all incidences of HIV and STDs to the PHD Operations Coordinator and the respective County Health Department's Surveillance Divisions. o Upholds and ensures code of confidentiality relative to the clients and the testing program in accordance with AHF and HIPAA standards of care and service delivery. o All other duties as assigned Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work, appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Supervises Intake specialists, HIV testing counselors, Medical Assistants and supports the Mid-Level Provider and/or Physician at the Men's Wellness Centers. Education and/or Experience One-year certificate from college or technical school; one year related experience and/or training; or equivalent combination of education and experience. Computer/Software Skills & Abilities To perform this job successfully, an individual should have knowledge of Microsoft Office software. Language Skills Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. Mathematical Skills Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent to draw and interpret bar graphs. Reasoning Ability Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Other Skills and Qualifications Requires one-year experience as an HIV-testing counselor. Excellent organizational skills. Ability to work with minimal supervision. Must be able to travel locally 80% of the time. Sensitivity to the issues surrounding HIV and AIDS. Must have reliable transportation and proof of insurance. Must be able to work flexible hours including evenings and weekends. Skill in communicating openly on sexual topics without prejudice or judgment. Clean DMV record with a 5 year minimum driving history. Certificates, Liscences and Registrations Current Florida HIV Testing Counselor certifications. OraQuick Advance and Clearview Complete brand rapid finger-stick testing kit certifications. Valid Florida driver's license with proof of insurance.
