The Technical Program Manager will serve as a solutions architect for the design, build / test and implementation phases of IM projects. Work activities include: Delivery of End-to-End ETS/ISS execution for IT projects, ensuring system designs conform to standards and practices (a.k.a. running rules), producing and maintaining project documentation, and accountability for operational excellence of assigned project / program, with duties including post-production level 3 technical expertise

Essential Responsibilities
  • Support all IT initiatives that engage Technology Services Group in Power & Water – AERO and NUCLEAR business units
  • Lead information technology projects and initiatives with broad scope and high impact to the business or serve as a recognized expert in a specialized field
  • Responsible for major and complex assignments with long-term business implications; this role contributes to the overall business strategy and manages complex issues within functional areas of expertise
  • Serve as the technical expert on assigned area's applications, including code, interface and data flows
  • Coordinate with project teams and business analysts to translate detailed specifications into new or enhanced application solutions
  • Maintain peer relationships across IM areas (such as infrastructure and operations) to support effective implementations
  • Provide technical project leadership for IT business solutions
  • Represent application needs to Enterprise Technology Services Group to ensure architecture landscape specific to the requirements for this business function
  • Provide technical architecture (application, data, network, hardware / system software) leadership in the hardware / software selection, design, development, deployment, and production support of new and existing applications
  • Apply knowledge of programming languages pertinent to application layer, basic systems analysis techniques, testing, debugging, documentation standards, file design, storage and interfacing
  • Provide leadership and guide third party vendors throughout the systems development lifecycle, including code and test reviews, to ensure quality and conformance to the defined IM system architecture, standards and practices
  • Design and deliver full and effective lifecycle testing of technology solution, including system test, integration test, regression test and user acceptance testing
  • Serve as primary interface to the Program Manager on delivery of the above
  • Identify and exploit opportunities to share / reuse solutions across applications and projects under technical supervision

  • Bachelor’s Degree from an accredited university or college
  • Minimum 5 years of experience in IM project / program management in enterprise architecture design for applications and infrastructure

    Desired Characteristics
  • Leadership assignments in infrastructure, application and process service design and delivery
  • Bachelor’s degree in Information Systems or Computer Science is preferred
  • ITIL and / or PMM certification is an advantage
  • Experience with process quality methodology or infrastructure technologies (compute, database, network, etc.) is preferred
  • Experience with two or more application types is preferred
  • Strong program management skills including project initiation, scoping, resourcing, scheduling, budgeting, risk management and communication
  • Able to coordinate efforts in line with the "bigger picture" to maximize the overall value of IM service delivery and demonstrated history resolving conflicts in priority
  • Ability to deliver compliance requirements and to excel in a global matrix organization
  • Ability to learn complex systems and business processes and define requirements for solutions
  • Understanding of IM / IT technologies and how to apply them
  • Six Sigma training
  • Leadership training program experience (IMLP, OMLP, FMP) is preferred (GE employees only)
  • Strong oral and written communication skills
  • Strong interpersonal and leadership skills
