This position reports to the manager of the Data Requests unit on the Analysis and Reporting team in the division of Student Assessment. Performs highly advanced consultative services and technical assistance work and coordinates the planning and execution of the data requests quality control system for the Analysis and Reporting team in the Student Assessment Division. Writes, revises, and implements complex personal computer and SAS mainframe software application programs to acquire, analyze, and manage data related to assigned projects. Assists in the design and maintenance of SAS programs developed to monitor the scoring and reporting functions of the Texas Student Assessment Program quality control system. Reviews SAS programming produced by project team members. Assists in the compilation and reporting of statewide test data. Assists in the design and proofing of test instruments. Provides routine and ad hoc analysis of assessment data, including requests for specific data from the public, other state agencies, and other divisions within the agency. Interacts with educators, the public, and contractors concerning the testing program. Performs other duties as assigned. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Minimum Qualifications:
Education: Graduation from an accredited four year college or university with course work in management, information systems, statistical analysis, research methodology, educational psychology, or a related field.

Experience: Four (4) years experience in educational research, assessment, statistics, data analysis, or a related field. Experience with computer programming using SAS statistical analysis software required. Experience in project planning, time management, and attention to detail while handling multiple projects. Experience in researching issues and applying knowledge in problem-solving situations.

Substitution: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.

Knowledge, Skills, and Abilities (KSA):
Knowledge of: Quantitative data analysis required and of large-scale assessment preferred.

Skill in: Personal computers; mainframe; SAS programming; Excel, Access, Word, and Outlook calendar.

Ability to: Plan, develop, implement, and evaluate a variety of projects; maintain effective working relationships with a variety of individuals and groups.

Salary is dependent on qualifications.

Positions exempt from the Fair Labor Standards Act (FLSA) will earn compensatory time off rather than overtime for hours in excess of 40 per week. May be required to work hours other than 8 to 5. May be required to work weekends and holidays.
