Summary:
The programmer analyst is responsible to utilize system development methodologies to analyze, develop, and test system solutions in response to business requirements. The programmer analyst is expected to understand requirements, develop work plans, identify appropriate designs, code to the design specifications, and complete appropriate testing to ensure a quality solution delivery.

Essential Responsibilities/Accountabilities:
• Analyzes, researches, and resolves system issues, identifying root causes. Works closely with business to comprehend requirements and identify potential impacts on system processing.
• Develops application code per identified requirements/ specifications in order to resolve production issues and/or provide business functionality.
• Develops and coordinates testing and implementation plans for work efforts. Reviews test results to ensure compliance with all requirements and design specifications and minimize risk.
• Develops work plans, specifications and programs utilizing identified development procedures and standards and considering appropriate level of urgency towards timelines and results.
• Creates and maintains application documentation as required for specified work assignments.
• Maintains familiarity with new development tools and techniques for systems analysis, design, and development.
• Supports and follows all identified IT processes.
• Consistently demonstrates high standards of integrity by supporting Lifetime Healthcare Companies” mission and values and adhering to the Corporate Code of Conduct.
• Regular and reliable attendance is required.
• Performs other functions as assigned by management.
Levels I – V – Demonstrates increased skill level in core skills as follows.
Level I:
• Creates and maintains appropriate documentation identifying what enhancements and/or requirements/specifications have been made and/or requested.
• As assigned, develops code and analyzes, researches and resolves system issues within the scope of their individual IT team.
• Responsible for small assignments Utilizing established standards and requirements, delivers technical solutions according to specifications.
• With guidance, creates appropriate test cases and performs effective testing to minimize risk on system due to application modification(s).
Level II:
In addition to Level I responsibilities:
• Develops code and analyzes, researches, and resolves system issues within the scope of their individual IT team.
• Responsible for small to medium assignments isolated to a line of business.
• Accountable for complete development cycle for minor development activities from requirements analysis through implementation, ensuring all system changes are defect-free prior to implementation.
• Interacts with business area partners on a 1:1 basis
• Focuses on growth in a specific concentration.
• Proactively identifies and addresses risks on system before they become systems issues.
Level III:
In addition to Level II responsibilities:
• Develops code and analyzes, researches, and resolves complex system issues
• Responsible for medium sized assignments with the ability to influence at a manager level.
• Accountable for complete development cycle for minor and larger development activities from requirements analysis through implementation, ensuring all system changes are defect-free prior to implementation.
• Assists in development of presentations as a technical or subject matter expert
• Identifies and documents best practices and makes recommendations for standards improvement.
• Interacts regularly with business area partners at a manager level, presenting recommendations and statuses.
• Proactively identifies system risks/issues as they occur and provides recommendations for remediation.
Level IV:
In addition to Level III responsibilities:
• Develops code and analyzes, researches, and resolves moderately complex system issues
• Responsible for medium sized assignments with the ability to influence at a sr. manager level.
• Advises others of technical/business directions, issues and needs and defines and leads training seminars.
• Develops strategies to meet IT organization and business goals and translates those strategies into specific action plans.
• Interacts regularly with business area partners at director/VP level, presenting recommendations and statuses.
• Considers risk and impacts of development across organization.
Level V:
In addition to Level IV responsibilities:
• Develops code and analyzes, researches, and resolves the most complex system issues impacting other departmental areas.
• Responsible for medium sized assignments with expected significant impacts to the company, with the ability to influence at director level and above.
• Supports strategies to meet IT organization new technology architectural solutions and effectively recommends strategy updates of changes in direction.
• Interacts regularly with business area partners at director/VP level, presenting recommendations and statuses.
• Identifies risks to organization’s overall technical strategy and leads efforts towards establishing technical plans.
Concentrations include but are not limited to the following:
• SQL Server Management Studio, Transact SQL, SQL Server Reporting Services
• .Net Development
• Visual Basic
• NextGen Healthcare Template Development and Document Builder
Minimum Qualifications
Programmer Analyst I:
• Bachelor’s degree in Computer Science or other relevant area or 1 year of development/ coding experience
• Strong work organization skills.
• Strong relationship building and teamwork skills.
• Strong process orientation skills.
• Some knowledge of system development life cycle activities.
• Some knowledge of problem analysis skills.
• Some knowledge of system testing techniques.
• In-depth knowledge of structured and/or object oriented programming techniques.
• Strong written and oral communication skills.
Programmer Analyst II
In addition to Level I qualifications:
• Bachelor’s degree in Computer Science or other relevant area and 1 year of development/ coding experience, or 2 years of development/coding experience.
Programmer Analyst III
In addition to Level II qualifications:
• 3 years of development experience, with a minimum of 1 year demonstrated expertise in one concentration as identified by management
• In-depth knowledge of system development life cycle activities.
• Training facilitation skills.
• Ability to facilitate effective presentations to front line management staff.
Programmer Analyst IV
In addition to Level III qualifications:
• 5 years of development experience, with a minimum of 1 year demonstrated expertise in two concentrations, one of which must be technical.
• Ability to facilitate effective presentations to senior management.
Programmer Analyst V
In addition to Level IV qualifications:
• 8 years of development experience, with a minimum of 2 years demonstrated expertise in at least three concentrations. One of which is technical, one of which is non-technical, and one of which is an industry recognized hot skill set.
• Demonstrated strategic thinking which incorporates company wide impact risk.
Physical Requirements
Use of a computer and phone, plus the ability to have limited travel
