This position reports to the TPEIR Unit Manager in the division of Research & Analysis. Performs highly complex computer programming, systems analyst, and data analysis work. Specific job responsibilities include performing requirements analysis; developing report requirement specifications and prototypes; and designing reports in an iterative development environment. Responsible for detailed data analysis, creation of source to target mapping, writing complex computer programs for loading data, creating data extracts, and QA of data loads. Explores and uses business intelligence tools for new product development. Analyzes, prioritizes, develops and publishes website content and designs and builds sub-projects for specific reporting purposes. Develops other report documentation such as report explanations, data definitions, and user help documents. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Education: Graduation from an accredited four year college or university with major course work in Computer Science, Information Systems, or related field preferred.
Experience: Three (3) years of experience with computer programming, data warehousing, creating requirements specifications, and performing systems or data analysis work is required. Experience using SAS and/or SQL for data analysis and business intelligence tools to analyze data and create reports is required. Experience with web development tools and Texas educational data systems is preferred.

Knowledge, Skills, and Abilities (KSA):
Knowledge of: Principles, practices, and techniques of computer programming; systems and data analysis; database and data warehousing concepts; state educational data sources including the Public Education Information Management System (PEIMS), teacher certification, higher education, and Texas Assessment of Knowledge and Skills (TAKS) data preferred.
Skill in: Performing data and systems analysis; gathering requirements; creating requirements documentation; writing complex computer programs; testing; solving complex problems; critical thinking; technical writing; analysis and business intelligence tools (SAS, SQL, Cognos, Crystal Reports); web development tools (.net, c#, ASP, Microsoft Visual Studio); and Microsoft Office products (Word, Excel, PowerPoint, Access).
Ability to: Analyze data, systems, and procedures; analyze problems and develop solutions; code, test, and debug computer programs; handle multiple projects; communicate effectively with technical and non-technical end-users and staff; clearly express ideas orally and in writing; and maintain effective working relationships with a variety of individuals and professional groups across functional units.
