This position reports to the Project Manager in the division of Information Technology Services. Serves as a senior developer for the Educator Certification suite of applications and performs advanced and/or supervisory computer programming work following a defined software development life cycle process for the development of web based applications. Work involves planning and coordinating programming projects; analyzing proposed computer applications and providing technical assistance. Work involves analyzing user requirements, procedures, and problems to automate processing or to improve existing systems. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Education: Graduation from an accredited four year college or university with major course work in data processing computer science, business, or a related field is generally preferred.
Experience: Four (4) years development and/or analysis experience with software technologies in the full range of the Software Development Life Cycle (SDLC) which includes requirements gathering, application design, coding, testing, deployment, maintenance and support. Strong experience developing and maintaining complex online applications using ASP, C#.Net, and Java technologies and tools, Crystal Reports, and Sybase and Oracle database systems and experience in computer programming work.
Substitution: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.
Knowledge, Skills, and Abilities (KSA):
Knowledge of: ASP, C#.Net, and Java technologies and tools, Crystal Reports, Sybase and Oracle database systems; Service Oriented Architecture, Unified Modeling Language (UML), Eclipse development tools, HTML, XML, SQL, sqlDeveloper for Oracle DB access, Data Stage, ASE iSQL for Sybase DB access, python and korn shell; Putty client to access AIX servers and Version Manager for source control.
Skill in: Coordinating and solving problems; writing and revising program code; and troubleshooting computer systems; Designing a software system to satisfy user requirements; Mentoring others, interviewing, and working productively as a team; Conducting code reviews to assure that deliverables are complying with Industry standards and follow TEA's application development standards and processes.
Ability to: Make technical recommendations and evaluations on 3rd party technologies for software integration; Process information logically and solve technical problems related to assigned project; Translate business rules in a sustainable and testable way into software applications; Juggle various task assignments and still meet quality standards and delivery schedules; Communicate clearly and concisely to a variety of audiences, both verbally and in writing; Work well with a team to handle multiple project environments and multiple critical deadlines and peak periods.

Positions exempt from the Fair Labor Standards Act (FLSA) will earn compensatory time off rather than overtime for hours in excess of 40 per week. May be required to work hours other than 8 to 5. May be required to work weekends and holidays.
