The Hampton Roads District is seeking a Programming Specialist for the District's Programming and Investment Management Section to represent VDOT and locality interests/positions in planning, preliminary engineering, construction, maintenance and operations processes for the Hampton Roads Region. Provides contributory advice and direction to the VDOT staff, local government staff, consultants and support staff. Ensures accurate and timely updates to internal and external reporting systems.

Minimum Qualifications

Considerable knowledge of federal, state and local transportation rules, regulations and policies. Knowledge of principles, practices, procedures and technical aspects of planning, preliminary engineering, construction, project management and operation processes for transportation projects. Comprehensive knowledge of roadway design, FHWA and/or urban planning principles, practices and policies. Knowledge of project management tools and techniques and demonstrated ability to apply them successfully. Ability to proactively identify problem areas and to facilitate a collaborative problem solving process. Demonstrated ability to oversee the review and processing of multiple design projects of varying complexity to meet concurrent engineering milestones. Ability to manage and administer consultant agreements and direct local government staff to ensure all federal and state requirements are met. Demonstrated ability to develop and manage budgets/schedules and estimates for multiple design projects of varying complexity. Detailed knowledge in project development. Experience in report writing, evaluation, and research.

Preferred Qualifications

Civil Engineering degree or equivalent education/experience with an emphasis in Transportation Engineering, Roadway Design, or Urban Planning.

Special Requirements

DMV records check by the Department is required. Criminal history records check and fingerprint check are required.

A driver's license valid in Virginia.

Completion of a Statement of Economic Interest (SOEI) is required upon employment.

This position is eligible for telework opportunities; availability, hours, and duration are at the sole discretion of the Department Manager in accordance with VDOT's Teleworking policy.
