The Project Engineer is accountable for coordinating and managing capital projects from early engineering, through detailed engineering, procurement and construction. The Project Engineer must be capable of managing multiple projects $100MM in a safe and efficient manner.

Responsibilities May Include:
Coordination and management of capital projects

Ensure all project engineering activities are implemented in a manner consistent with Phillips 66 core values delivering superior safety, quality, schedule and cost performance

Responsible for the coordination of internal and external engineering and design/drafting services. Provide technical oversight of engineering design and/or work as an individual contributor for detailed design on standard design work packages

Maintain compliance with all Corporate Engineering Standards and federal, state and local regulations

Coordinate of project safety resources and implementation of safety policies, programs and reporting requirements

Responsible for the development of equipment specifications and selection, sizing calculations, bills of materials, technical reports, and drawings

Development of bid specifications, contractor / vendor identification and screening. Conduct technical and commercial bid evaluations

Manage of vendor scopes of work and package delivery through to commissioning

Coordinate project status and technical design reviews with key stakeholders and internal engineering resources to ensure alignment with business objectives

Coordinating of Right Of Way, environmental, and local project permitting activities

Conducting work site surveys to determine scope requirements and/or progress updates

Proactive identification and capture of lessons learned, synergies and knowledge share opportunities across the Projects group and overall Phillips 66 organization

Active engagement and leadership in change management, risk evaluation and hazard reviews

Maintaining suitable records of correspondence and work completed for reference and auditing purposes

Completing of project closeout documentation including as-build drawings and technical, construction, operations handover data


Bachelor’s Degree in Engineering

5 or more years of experience in the oil and gas industry

3 or more years of capital projects experience

Willing and able to travel to project site on an as needed basis

Proficiency in Microsoft Office Suite

Experience with several engineering contractors and teams to have a broad view of different project scope and execution methodologies.

Field experience on Projects with an understanding of construction issues that indicate good engineering performance

Experience with execution with foreign vendors and contractors

Strong knowledge of engineering standards, procedures, and best practices with ability to apply to specific project requirements
