Essential Job Functions
Creates and implements project definitions, schedules, budgets, and objectives for one or more small to medium sized projects. Prepares detailed statements of work and gains concurrence and approval from stakeholders regarding various project aspects and adjusts accordingly. Participates in delivery assurance reviews to ensure adherence to project management policies and procedures.
Assists in the staffing of projects. Organizes project team members to ensure communication and understanding of deadlines, assignments and objectives. Participates in work as applicable.
Manages costs, schedules and quality by overseeing project deliverables. Ensures schedule and budget are met.
Implements core business processes and assists in process improvement initiatives in order to enhance customer service. Recommends changes to policies and establishes procedures that affect immediate policies and procedures.
Performs ongoing review of project status; identifies possible project risks. Recommends and implements risk mitigation solutions as approved and as appropriate.
Interfaces with team members and stakeholders to manage changes to the project which may involve changes to technical requirements, business requirements and schedule.
Manages client, company and project team expectations for agreed upon project performance by obtaining, providing and monitoring project metrics.
Oversees assigned personnel for projects. Assigns work and provides direction with regard to timeliness and completion of project objectives. Addresses performance issues within prescribed guidelines. Provides performance input upon completion of project.
Works with clients to develop, implement and review customer relations service improvement programs to enhance delivery of service.
Works directly with the customer to plan, develop and execute training scenarios to meet or exceed the training objectives of the customer.
Additional Job Functions
Responsible for all aspects of the operation, maintenance and logistics support of a Digital Multi-Purpose Range Complex.
Perform with minimal and general supervision while providing direct supervision of all assigned subordinate personnel performing a diverse occupational set of duties ranging from very complex information system technologies to general and routine maintenance of equipment, facilities and grounds.
Communicate and coordinate with the local Installation Manager, Range Control, training unit G3 representatives, Sustainable Range Program Management and associated Warfighter FOCUS/Warrior Training Alliance line of business managers from other training domains and contractors.
Interface with and coordinate range matters with the local Contract Technical Oversight Representative (CTOR) for the Warfighter FOCUS contract.
Responsible for all routine range administration, inspection of range assets and resources to ensure full operational integrity and availability is sustained in accordance with contract requirements and customer expectations over three shifts of operation 24 hours a day.
Check work progress and completion of all assigned personnel and tasks, counsel subordinates, conduct hiring interviews, conduct periodic inventory of Government Furnished Equipment/Government Furnished Material and Contractor Furnished Equipment/Contractor Furnished Material.
Develop and present briefing presentations on complex subjects requiring detailed explanations, have the ability to write complex detailed reports and evaluations, have the ability to present ideas and concepts for execution and support, and should have an extensive knowledge of Army gunnery tactics, techniques and procedures.
Bachelor's degree or equivalent combination of education and experience
Bachelor's degree in business administration, information technology, engineering, computer sciences or related field preferred
Experience working with project management methodology such as Catalyst including budget development, project planning, control and assurance methodologies, project management software and finance and accounting concepts and practices.
Strong history, back ground and experience in the U. S. Army’s Gunnery Program and range design requirements. Experience in the U.S. Army Simulations Close Combat Tactical Trainer, Gunnery Maintenance Trainer, or Simulation Networking.
Experience working with delivery assurance principles and appropriate procedures relevant to area
Experience working with techniques and approaches related to the architecture, development, integration, and deployment of projects.
One or more years experience as Battalion Master Gunnery level experience and two years assignment at company or above staff is preferred. Equivalent service in other U.S. armed services may be substituted.
Leadership skills to guide and mentor the work of less experienced personnel
Excellent communication skills in working with customers
