The current position is specific to the Property Management Division of the Placer County Department of Facility Services, whose offices are located at the Placer County Government Center in Auburn, California. The Property Management Division leases and manages county-owned properties; and finds, leases, sells and purchases real estate to support County operations and development. This Division also acquires property rights to support the Placer Legacy program objectives.
This recruitment will be used to fill both open and promotional vacancies in various County departments as they arise, subject to specific position requirements and CEO approval.
The Project Manager – Senior position functions in a lead role, reporting directly to the Property Manager. This highly professional position regularly interacts with County management, customer departments, architectural and engineering design and real estate professionals, County tenants and the general public to manage and deliver multiple projects of varying complexities and duration.
The Division is seeking a candidate with demonstrated knowledge and experience in the negotiation and administration of complex commercial leases, the performance of real property acquisitions and sales, and the management of tenant improvement construction projects.
To perform difficult and complex space assessment, financial, and administrative studies; to manage large and complex facility improvement projects and/or capital park, trail, and open space development projects; to negotiate and administer consultant agreements and leases; to manage complex special property related projects; to provide support services to departments on facility-related issues; and to exercise technical and functional supervision over professional and technical personnel.
This is the advanced journey level class in the Project Manager series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing assigned duties, and by the nature of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes within this series including managing large capital improvement projects, conducting difficult facilities-related studies, negotiating and administering complex leases or sensitive agreements, and exercising technical and functional supervision over professional and technical personnel. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

- Train and lead subordinate staff.

- Plan, coordinate and monitor facility improvement and maintenance projects; develop scope of work, manage the environmental review and permitting process when assigned to capital park, trail and open space development projects, confer with stakeholders and consultants; prepare construction plans and documents, budget reports, and authorization-related recommendations.
- Manage bid process, including pre-bid conferences and walk-throughs; provide technical information in response to bidder inquiries; and administer construction contracts, including managing project budgets and conducting field inspections.
- Determine the development and market potential of real property; and dispose and acquire real property.
- Assist in property management related issues such as response to tenant requests; and negotiate and administer property leases and consultant agreements; manage complex special property related projects.
- Conduct administrative and financial studies and analyses; prepare facility and property management policies and procedures; assist in budget preparation.
- Plan and coordinate various facility safety, energy management, building systems and hazardous materials projects.
- Prepare reports, correspondence, agreements, graphs and tables; and make presentations at public meetings as required.
- Evaluate technical laws, requirements and codes and prepare implementation strategies as required.
- Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience: Two years of responsible property or facility-related project management experience performing duties similar to a Project Manager II.
Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in business or public administration, facility management, property management, construction management or a related field.
License or Certificate:
Note: Preference may be given to applicants possessing a Bachelor's degree from an accredited college or university with major course work in business or public administration, facility management, property management, construction management or a related field, and demonstration of two (2) or more years of experience in the areas of complex lease agreements, site selection, construction management, space planning and project management.
- May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.
- When assigned to asbestos management program, possession of Environmental Protection Agency Asbestos Inspector/ Manager/Planner Certification is required.
