Performs responsible administrative work in the daily supervision and coordination of appraisal and revaluation employees. Work involves the implementation of equitable valuation techniques and defending valuation methods and results to the public. Performs related work as required. Reports to the Assistant Tax Administrator.

Knowledge and Skills Required: Considerable knowledge of the procedures and standards for appraising residential, commercial and rural properties. Thorough knowledge of current construction cost and materials, current property values, and future real estate and property issues. Considerable knowledge of the geographic layout of Chatham County. Thorough knowledge of the overall policies, methods and procedures of the Tax Administration Department Appraisal Division. Ability to coordinate and work effectively in appeals and controversial tax evaluation situations. Ability to establish and maintain effective working relationships with realtors, attorneys, property owners, contractors and the general public. Ability to perform complex professional and administrative work supervising, assisted by contract personnel, planning and directing a comprehensive countywide tax revaluation. Develops and implements land rates and tax tables for the appraisal of residential, commercial and industrial properties. Ability to understand and use various computer applications in the appraisal process and in the database applications.

Must be able to perform basic life operational functions of reaching, walking, pushing, pulling, lifting, grasping, talking, hearing and repetitive motions. Must be able to work in all types of weather conditions, possess the visual acuity to prepare and analyze data and figures, operate a computer terminal, use measurement devices and operate a motor vehicle.

Education and Experience: Graduation from a two-year college or business school with specialized courses in real estate, business management, account or appraisal. Five to seven years experience in farm, residential, commercial and industrial appraisal work; or equivalent combination of education and experience. Certification as a real property appraiser by the Property Tax Division of the NC Department of Revenue or ability to become certified within two year of employment. Certification in IAAO training and experience which provides the required knowledge, skills and abilities is desired. Must possess a valid North Carolina Driver’s license and a clean driving record. Must have 3-5 years of direct supervisory experience.

Salary: $38,674 - $49,309
