As part of the Irvine Ranch Water District Public Affairs Department, the Public Affairs Specialist will be responsible for branding, publications, advertisements, signage, interactive media, presentations and press releases. Must have project management skills and be able to create publications utilizing both traditional and digital formats, coordinate events, interact with media, develop outreach plans, coordinate with staff and consultants and handle tight deadlines.

The job incumbent must have exemplary skills in the following areas:
Writing and Editorial Services:
Write technical and creative documents and provide editorial services for District publications. Produce communication materials, including: news releases, newsletters, billing inserts, brochures, powerpoint slides, photo displays, and educational materials. Plan, implement and contribute to monthly employee newsletter and customer billing insert including planning, researching, writing, copy editing and photography. Create, write and edit District internal and external publications including informative brochures, newsletters, billing inserts, educational materials, powerpoint presentations and website copy. The incumbent must possess the ability to translate complicated programs and capital/engineering projects into easy-to-understand outreach materials and internal communication documents.
Develop and implement communication and marketing plans for external audiences. Coordinate departmental external outreach programs including outreach efforts for Engineering, Water Operations, Customer Service, Water Use Efficiency and other District programs and projects. Oversee production of communications materials, including graphics and various digital formats, for newsletters, news releases, billing inserts, brochures, photo displays, slide shows and video productions.
- Adobe Creative Suite - Advanced
- Microsoft Powerpoint, including template development and implementation - Advanced
- Digital printing including two/four/six color commercial offset printing and web presses
- Constant Contact newsletter development and delivery
- Copy editing, expert-level knowledge of AP style
- Photography: ability to manage photo budgets, purchase equipment and art direct both on-site and studio photo shoots
- Working knowledge and understanding of the basics of digital photo asset management
- Experience in website content management
- Project management skills
Bachelor’s degree in Digital Arts, Journalism, Public Relations or related degree required. Masters degree preferable.
Three to five years experience in a public relations or related position where written and verbal skills were used daily. Knowledge of public relations and communication practices, effective oral presentation and written communication skills, including the correct English usage as applied to writing and editing informational materials of varying degrees of technical complexity. A demonstrated ability to communicate effectively with a wide variety of people ranging from school children to adults. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to make effective and persuasive speeches and presentations on controversial or complex topics.
Valid Class "C" California Drivers License required.

Demonstrated photography experience and ability to write news releases and other publications. Detail-oriented editing and proofreading ability. Must be organized with the ability to multi-task and make decisions independently.
Ability to add, subtract, multiply, and divide and calculate percentages, decimals and fractions.
Judgment and Situational Reasoning Ability
Ability to use good personal judgment and discretion in performing all job functions. Ability to remain calm in crisis and emergency situations. Ability to use discretion when handling and disseminating sensitive information.
Regularly required to sit, bend, stoop and stand. Regularly required to lift up to 25 lbs. when setting up and taking down displays for special events and to walk one to two miles when conducting tours.
Noise level is generally equivalent to typical office environment. Ability to work in an environment which may expose employee to hazardous materials and environment when conducting tours in the plant/field. Occasional visits to construction sites where noise level may be higher than typical office environment.
