The City of Gainesville’s Public Works Department currently has an opening for a qualified Operations Supervisor in their Right-of-Way Section . To qualify for this position you must possess a high school diploma or an acceptable equivalency diploma (GED), and five (5) years experience in public works and/or recreations and parks maintenance and repair activities involving more than one trade skill, two years of which involve supervisory experience, or an equivalent combination of training and experience which provide the required knowledge, ability, and skills.

At least five (5) years experience supervising 20+ employees is highly desired.

Possession of a Commercial Drivers License (CDL) is preferred .

Ability to effectively work in a fast pace work environment and demonstrated examples of experience doing so are highly preferred.

Demonstrated abilities to manage multiple maintenance operations simultaneously are highly desired. (Mowing and cutback operations, tree trimming and tree removal operations and street sweeping operations etc.)

Demonstrated abilities to build effective team relationships; establish and effectively manage multiple maintenance projects with the proven ability to marshal resources designed to meet deadlines and commitments are highly desired.

NATURE OF WORK
This is responsible administrative, supervisory, and technical work of a complex and specialized nature planning and coordinating field crew activities in construction, maintenance and repair of City buildings, streets, grounds, and/or facilities.

CLASSIFICATION STANDARDS
Positions allocated to this classification report to a designated supervisor and works under limited supervision. Work at this level involves the supervision of subordinate crew leader/s and crews in a variety of City facility and property construction and maintenance projects. Work in this class is distinguished from higher classes by its lack of overall operations management responsibilities and from lower classes by its emphasis on supervision of crews and crew leaders involved in City facilities construction, maintenance, and repair.

MINIMUM REQUIREMENTS
Graduation from high school or possession of an acceptable equivalency diploma, and five years experience in public works and/or recreations and parks maintenance and repair activities involving more than one trade skill, two years of which involve supervisory experience, or an equivalent combination of training and experience which provide the required knowledge, ability, and skills.

LICENSES/CERTIFICATES
Valid Florida driver’s license required.

NOTES
Work may require performance of tasks outdoors under varying climatic conditions.

Work may require performing tasks in and around heavy traffic.

Work may require exposure to hazardous conditions and noxious chemicals.

Work may require exposure to prolonged high noise levels.

EXAMPLES OF WORK
ESSENTIAL JOB FUNCTIONS

Depending on area assigned:
Administratively responsible for management of the city’s street and drainage program which includes maintenance as well as new construction.

Directs or conducts the preparation of cost estimates and time tables on maintenance and new construction projects; prepares specifications, authorizes requisition of materials and supplies needed for project completion.

Supervise construction and maintenance activities including construction projects regarding streets and sidewalks.

Facilitates the preparation and management of contractual agreements between the city and vendor agencies for the responsibility area.

Assigns crews to work projects; transfers workers from one project to another as workload changes, coordinates the use of available equipment, checks each project for conformance to work plans and makes changes when necessary.

Recommends hiring, transfer, promotion, layoff, recall, discharge, performance for merit increase and recommends denial or approval; processes timesheets and maintains annual/sick leave records.

Assigns personnel to work locations; coordinates the work of all subordinates and the use of available equipment to obtain maximum performance.

Inspects assigned projects for progress and conformance to work plans. makes changes in work plans when indicated.

Inspects and analyzes reported problems to determine extent of maintenance needs.

Coordinates maintenance and repair of designated facilities and grounds.

Keeps records of labor, materials and equipment.

Prepares detailed records and reports in a timely manner.

Required to respond under emergency conditions.

Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS
May assume manager duties and responsibilities in absence of manager.

Studies areas needing improvement and makes recommendations concerning such.

Coordinates and participates in the preparation and maintenance of budgets, reports and records.

Participates in administration of labor agreements.

Performs other related work as assigned.
