Summary

Under general supervision of the Manager, the Publishing Systems Engineer I & II is first level response for electronic publishing, uses and provides support for Illustrator, Tango, Dialogue, Compuset, Fusion Pro and other traditional off-the-shelf publishing applications used in Health Plan. The Publishing Systems Engineer III & IV is second level response for hardware and software related electronic publishing, programming, development, and deployment of print streams within, and other related portions of existing electronic publishing software packages.

Essential Responsibilities/Accountabilities Levels I & II

• First level support – from an electronic publishing perspective – of electronic publishing tools and software utilized in Health Plan including, but not limited to Illustrator, Tango, Dialogue, Compuset and Fusion Pro. • Performs basic maintenance of document composition tools utilized at Health Plan. • Initial troubleshooting of electronic publishing applications. • Analyzes, researches, and resolves electronic publishing related system problems. • Develops, or assists in development of, systems testing and implementation plans. Reviews test results to ensure compliance with design specifications. • Performs System Administrator duties for RSA software (Q-Direct, MISPrint) issues. • May act as liaison between Document Services and other departments as required. • Maintains work history, and reporting working statistics as required. • Assists with the generation of Contracts and other annual documents such as ANOCs/EOCs. ARNs etc. • Consistently demonstrates high standards of integrity by supporting the Lifetime Healthcare Companies’ mission and values and adhering to the Corporate Code of Conduct. • Maintains high regard for member privacy in accordance with the corporate privacy policies and procedures. • Regular and reliable attendance is expected and required • Performs other functions as assigned by management.

Level III & IV – Performs similar functions as the levels I/II and can be differentiated by the following: • Second Tier troubleshooting of electronic publishing applications. • Creation of Job Streams (print streams), electronic composition technology programs, and similar electronic publishing systems level work. • Supports additional programming needs for department, potentially including creation, editing, deployment, and testing. • Expert level support – from an electronic publishing perspective – of electronic publishing tools and software utilized at Health Plan including, but not limited to Illustrator, Tango, Dialogue, Compuset and Fusion Pro. • Administers electronic publishing related computer systems and processes – MISPrint, Q-Direct, StreamWeaver, and uses document archival systems such as Control-D, Filenet, Alfresco, etc. • Communicates with outside departments to develop and maintain first hand knowledge of their plans, operations, problems, and opportunities. • Reviews service requests and consults with executive sponsors, requestors, and/or user representatives to clarify intent, discuss problematic areas, and consider alternate solutions.

All Levels
  • Associate of Science degree in Computer Science or Electronic Printing with a minimum of three year’s progressive experience in computer science, electronic publishing, or related field. In lieu of degree, a minimum of five years of progressive experience in computer science, electronic publishing, or related field.
  • Experience in usage of Variable Data composition.
  • Must be knowledgeable of publication layout and design, and possess excellent proofreading skills. • Must display creativity and competence in design techniques.
  • Familiarity with database structures: SQL, Oracle, DB2, or similar.
  • Familiarity with XML, SGML, HTML, or similar data structures.
  • Familiarity with JAVA, or other web programming language.
  • Familiarity with JAVA and shell scripts.
  • Familiarity with Control-D, Filenet, Alfresco. Similar systems considered.
  • Demonstrated proficiency in desktop publishing, word processing, and electronic office systems.
  • Should display a high degree of professionalism and be able to establish effective working relationships with all levels of internal staff and outside professionals.
  • Must possess strong organizational skills, be able to prioritize assignments and handle confidential information with discretion. • Must have good visual acuity, manual dexterity and be capable of operating a keyboard and type with accuracy.
  • Must display an ability to “think outside the box.”
  • Maintains familiarity with latest tools and techniques for project management, system analysis, system design, and programming – specifically as related to electronic publishing.
  • Keeps abreast of current levels of hardware and operating software that serves as platforms for supported electronic publishing systems.
Level II – requires similar minimum qualifications as level I, as well as:
  • Associate of Science degree in Computer Science or Electronic Printing with a minimum of four year’s progressive experience in computer science, electronic publishing, or related field. In lieu of degree, a minimum of six years of progressive experience in computer science, electronic publishing, or related field.
  • Familiarity and expertise with Variable Data composition and programming is an essential requirement.
Levels III – requires similar minimum qualifications as level II, as well as:
  • Bachelor of Science degree in Computer Science or Electronic Publishing with a minimum of five year’s progressive experience in computer science, electronic publishing, or related field. In lieu of degree, a minimum of seven years progressive experience in computer science, electronic publishing, or related field. • Experience in graphic arts, desktop publishing, visual communications, or similar discipline.
  • Experience in Visual Basic, C (or derivations thereof), Java (or derivations thereof), or similar advanced programming languages. Object oriented programming language experience and knowledge a plus.
  • Experienced on the UNIX operation system and ability to program shell scripts.
  • Experience in structured systems analysis and design, user relations, data gathering techniques, and management information systems.
  • Knowledge of Control-D, Filenet, or Alfresco desired. Similar experiences considered.
  • Must possess high degree of logic, accuracy, and communications skills.
Level IV - requires similar minimum qualifications as level III, as well as:
  • Bachelor of Science degree in Computer Science or Electronic Publishing with a minimum of six year’s progressive experience in computer science, electronic publishing, or related field. In lieu of degree, a minimum of eight years progressive experience in computer science, electronic publishing, or related field.
