The Quality Control Manager is responsible to manage and maintain quality control & compliance of the contract.

Essential Duties and Responsibilities:
  • Provide management support in all aspects of the project through planning and regular analysis of schedule, quality and cost.
  • Order all required materials and interact with subcontractors and suppliers.
Supervision of on-site work to ensure the work is done completely and efficiently.

  • Inspect the work of each trade and confirm that not only the quality of the work is up to standard, but that the work is being built in accordance with the plans and specification.
  • Ensure that the project maintains the required schedule by organizing, planning, monitoring, and inspecting work.
  • Prepare or oversee daily progress reports for work performed.
  • Maintain and enforce safety regulations and building code requirements.
  • Organize and run progress, Quality Control and safety meetings with in house trade staff, subcontractors and client.
Perform Quality Control preparatory meetings, inspections and paperwork.

  • Assist with project estimates, bid packages and schedule preparation and budgets.
Manages the contracts overall expectations pertaining to setting accurate schedules, costs and resources.

Ensures delivery against Quality department goals and objectives, i.e. Meeting commitments and coordinating overall quality assurance schedule.

Provides necessary definition, development and deployment of product quality assurance strategy, addressing all phases of product development.

Directly supervises the quality control team, quality assurance engineers and testers including the preparation and delivery of staff performance evaluations and career development activities.

Establishes and maintains policy for documentation of all products.

Reviews documentation before is sent out to external customers.

Establish policy for end user experience on all products and services.

Implements ongoing quality improvement processes working with interdepartmental teams.

Maintains service consistency throughout project life-cycle, through quality checkpoints and testing.

Develops and manages quality assurance metrics for performance improvement of all teams.

Anticipates program release problems and takes corrective action, escalating as needed, to resolve and achieve commitments.

Assures the viability, functionality and effectiveness of essential tools.

Responsible for creating task and checklists for service delivery

Orchestrates the delivery of services to the customer.

Provides effective communication regarding issues, objectives, initiatives and performance to plan.

Manages the planning and execution of product testing efforts, including all associated resources to meet committed delivery dates.

Responsible and accountable of flagging the timing of interdepartmental deliverables and the quality of their output.

Works with Program Manager to develop project schedules and resource allocation models for QA/QC related projects and other activities such as service delivery.

Qualifications - Experience, Education and Licensure:
BS/BA degree in, engineering or related discipline.

Ten years general experience in management, professional, investigative, or other responsible work in providing quality control of services in support of specified logistical missions.

Five years specialized experience in progressively responsible positions in the Department of Defense encompassing the following:

Understanding of program planning, data collection and analysis, and quality control techniques.

Broad knowledge of the organization and functions of a variety of logistical functions; i.e. supply, maintenance, and transportation.

Must have or be able to attain a DOD security clearance

Must have or be able to attend clearance from the National Criminal Information Center (NCIC)

Knowledge, Skills and Abilities:
Ability to speak, read and write English to successfully perform the task.

Ability to gain cooperation and coordinate the work of others.

Skill in written and oral presentations.

Capability to adjust work operations to meet emergency or changing program or production requirements within available resources and with minimum sacrifice to quantity and quality of work.

Ability to establish program objectives or performance goals and assess progress.

Ability to analyze organizational and operational problems and develop timely and economical solutions.

This position requires working out of doors and driving in extreme heart/cold and possibly rainy weather. While performing the duties of this job the employee is exposed to weather conditions prevalent at the time.

Supervisory Responsibilities:
Coordinates, supervises, manages, on-site trades personnel and subcontractor work.

Additional Qualifying Factors:
As a condition of employment, must pass a pre-employment drug screening, as well as have acceptable reference and background check results. Maybe subject to a government security investigation. Only US citizens are eligible for a security clearance. Must have or be eligible for security clearances.
