Real Property Agent I: Under supervision, assists in the purchase, sale, lease and management of real property as it concerns the City of Bakersfield; performs related work as required.

Real Property Agent II: Under direction, purchases, sells leases and manages real property as it concerns the City of Bakersfield; assists in providing relocation assistance to displaced persons/businesses; performs related work as required.

Representative Duties:
Performs entry level work involving the acquisition and disposal of real property for charter cities; Collects and interprets data for appraisal purposes; Assists in the preparation of real estate documents such as purchase/sale agreements, lease agreements, right of way documents including easements, licenses, consent to common use, etc.; Verifies boundary descriptions, preliminary right-of-way limits, and other project factors utilizing title reports, site surveys, and engineering drawings; Performs research and verification of public records; Assists in updating real property inventories; Makes reports concerning special projects; Provides relocation assistance to persons and/or business displaced by City projects;

Additional duties for Real Property Agent II: Operates as a member of the property management staff; performs work involving the appraisal and acquisition of real property, facility leasing, maintenance of real property inventory, sale of surplus real property; prepares correspondence; performs research of public records; maintains records of work in progress; and performs other duties as assigned.

Minimum Qualifications:
Applications will be accepted only from those applicants who clearly and completely demonstrate on the COMPLETED City application, supplemental questionnaire, resume and DMV printout that they meet the below requirements. Appointment will be determined based on applicant's qualifications and experience.

Qualifications for Real Property Agent I:
  • Graduation from an accredited college or university with a Bachelor's Degree in real
estate, business administration, public administration, economics or a related field
OR;
  • An equivalent combination of training, certification and experience which provides the
capabilities to perform the described duties

Qualifications for Real Property Agent II:
  • Graduation from an accredited college or university with a Bachelor's Degree in Real
Estate, Business Administration, Public Administration, Economics or a related field,
OR;
  • Four (4) years work experience as a searcher/examiner or title officer. In addition, all
applicants must have three (3) years experience in the negotiation, acquisition, and
disposal of real property, preferably for public agencies, OR;
  • An equivalent combination of training, certification and experience which provides the
capabilities to perform the described duties.

Both the I and II positions must meet the following:
  • Possession of a valid California class "C" driver's license required (A current and not
dated prior to 12/11/12, official State of California DMV printout, must be received by
Human Resources by the filing deadline for application to be accepted. There will be
no substitutions for the official Department of Motor Vehicles printout, and on-line
printouts are not acceptable)
  • Must be able to pass a background check
OTHER MINIMUM QUALIFICATIONS: Knowledge of: General real estate concepts, practices, and terminology for governmental agencies; Title searches and examination; Principles of business law governing real estate transactions for governmental agencies; Sources of pertinent market information and the methods of compiling, analyzing and applying to the estimation of land and improvement values; Building construction methods, materials and plans; Business arithmetic and statistics; Report writing; Personal computer applications related to work including word processing, spreadsheet, database and geographic information systems. In addition, II's: Principles of appraising land and building values; Legal instruments related to real estate transactions; Principles and practices of acquiring real property for government agencies, including laws regarding condemnation proceedings. Ability to: Exercise sound and impartial judgment in the estimation of property values; Negotiate the acquisition or disposition of property and property rights; Read and understand maps, blueprints, specifications and legal descriptions; Interpret written and oral instructions; Coordinate multiple projects and meet critical deadlines; Communicate effectively both orally and in writing; Establish and maintain effective working relationships with those contacted in the course of work; Prepare clear and concise reports, data analyses, presentations, memos, etc. In addition, II's: Make sound, independent decisions within established guidelines. Physical Conditions or Special Working Conditions: Standard office environment and working conditions; Driving to conduct inspections of real property required.

EXAMINATIONS:
Written Examination (Weighted: Pass/Fail) February 21, 2013 (Tentative): Questions may relate to work that involves the appraisal and acquisition of real property, facility leasing, maintenance of real property inventory, sale of surplus real property. Note: The pass point may be set to include those applicants with the top written examination scores who achieve a minimum score of 70%.
Oral Appraisal Interview (Weighted: 100%) February 28, 2013 (Tentative): An appraisal will be made of the applicant's education, experience and personal qualifications for the position. A minimum rating of 70% is required.

Applicants possessing the minimum qualifications are not guaranteed admittance to the Examination.
