L-3 Maritime Systems has locations in Ayer, Massachusetts, Leesburg, Virginia and New Orleans, LA.
Our core business is communication, navigation and control systems for Navy ships, including Integrated Voice Systems (telephone, intercom, announcing, radio, wire free, etc.), Ship Control and Integrated Bridge Systems, Computerized Information Systems and Machinery Control Systems. We utilize the latest commercial technology and apply it to the unique applications that exist on Navy ships. We are currently looking for a Recruiting Manager in our Leesburg, Virginia location.
The Recruiting Manager will be responsible for managing all recruiting activities for the L-3 Power and Control Systems (PCS) Sector and providing general employment support for L-3 Maritime Systems Leesburg, VA and New Orleans locations. This position is responsible for designing innovative sourcing strategies to attract candidates; developing and delivering excellent recruitment services to the geographically dispersed divisions within the PCS Sector. This position is responsible for delivering all facets of recruiting success throughout the fast-paced, results-oriented environment, and plays a critical role in ensuring the Sector is hiring the best candidates.
Essential Duties and Responsibilities
Manages recruitment activities and recruiting staff throughout talent acquisition process from requisition approval through offer acceptance for the PCS Sector.
Responsible for building, mentoring and leading an agile recruiting team. Sets and prioritizes activity goals for the team and ensures goals are met to effectively and efficiently hire the best candidates.
Designs innovative sourcing strategies to attract candidates; develops and delivers excellent recruitment services to the geographically dispersed divisions within the PCS Sector.
Oversees implementation of approved strategies and growth initiatives, and effectively targets practices to identify candidates in engineering, technical, professional, clerical and manufacturing fields.
Creates and implements an outreach strategy for diversity and inclusion.
Compiles data and provides regular reports on status of open positions and recruitment metrics.
The Recruiting Manager and/or Recruiting Team will be responsible for:
processing new requisitions and approvals through Taleo Applicant Tracking System;
recruiting for technical and non-technical, temporary and direct-hire employees for the Sector;
networking through industry contacts, association memberships, trade groups and employees;
openings internally and externally on online job boards, company website, newspaper advertisements, with professional organizations and other position-appropriate venues, etc.;
reviewing applicants to evaluate if they meet the position requirements, forwards qualified candidates to hiring manager and conducts prescreening interviews;
scheduling and coordinating interviews with all participating interviewers;
collecting candidate feedback and conducting post interview review sessions;
assisting in establishing third part recruitment agency agreements, negotiating terms and monitoring performance, on a limited basis;
negotiating offers, relocations, start dates, etc., within approved boundaries;
coordinating and authorizing candidate travel, if required, and
maintaining the Taleo Applicant Tracking System, including training of new users.
Actively participates in developing a robust onboarding process for recruited candidates.
Responsible for ensuring recruitment activities are in full compliance with Affirmative Action/EEO/OFCCP requirements. Collaborates with divisional Human Resources in planning, developing and coordinating equal opportunity programs to conform with federal, state and local laws regarding employees and applicants; and assisting with
data tracking and preparation of annual divisional Affirmative Action Plans. Developing, implementing, interpreting, and monitoring affirmative action programs, assessing degree of participation, adherence to policies, achievement of goals and timetables, and training and orientation for managers and employees. Reviews and analyzes possible issues and takes or recommends corrective action where needed.
Provides counsel and assistance to L-3 Maritime Systems VA and LA employees and all levels of management in employment issues guided by company policy and/or labor law regulations. Conducts investigations and o
btains factual information concerning employee/management inquiries, suggestions, and/or complaints. Provides recommendations for corrective action, policy revisions and/or improving employee relations.
Provides support for L-3 Maritime Systems, as needed, with new hires/terminations, training and development, compensation programs, data management, etc.
Performs other duties, as assigned.
Education and Experience
Bachelor's degree in Human Resources, Business Administration or related field with seven (7) years recruiting engineering, technical or professional candidates for a government contractor, preferably in the marine services market, and five (5) years management experience; or equivalent combination of education and experience.
Skills, Knowledge and Conditions
Must have strong knowledge in all areas of employment recruitment including, but not limited to, competitive recruiting practices, including effective sourcing methods and competitive compensation practices. Must have experience in face-to-face, video and on-demand interviewing, including competency-based interviewing.
Must have a thorough understanding of employment legislation.
Must have expert-level experience with the Taleo Applicant Tracking System, and knowledge of computer applications and specialty software with strong proficiency with
Windows™ interface, Microsoft Office™ package (Microsoft Outlook

Must be accomplished at targeting and achieving results, goal setting, prioritizing tasks, overcoming obstacles, establishing team standards and responsibilities and creating a results-focused environment.
Ability to multi-task in a fast-paced environment and flexibility to deal with changing schedules and priorities, schedule complex appointments and interviews across multiple time zones and locations, and work with remote team members and hiring managers.
Must be flexible and available to travel, if necessary.
