SUMMARY

Administers policies relating to all phases of human resources activities by performing the following duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Maintains knowledge of regional legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.

Works with managers to identify specific hiring needs of each location and assist with all hiring efforts.

Interfaces with the Front-Line Manager in the applicant identification, interview, and selection process when filling vacant positions.

Promotes Human Capital Management Systems implementation, training, and maintenance involving Applicant Tracking System, Performance Management System, Learning Management System, Succession Planning, and Career Development.

Keeps records of benefits plans participation such as insurance and 401(K) plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting.

Trains management in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment.

Advises management in appropriate resolution of employee relations issues.

Responds to inquiries regarding policies, procedures, and programs.

Administers performance review program to ensure effectiveness, compliance, and equity within organization.

Administers benefits programs such as life, health, dental and disability insurances, 401(K), vacation, sick leave, leave of absence, and employee assistance.

Assists Corporate Legal Counsel with Risk Management and Worker Compensation issues.

Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.

Conducts exit interviews and annual employee satisfaction surveys.

MUST BE ABLE TO TRAVEL 50% TO 60% OR AS REQUIRED TO DELIVER HUMAN RESOURCES TRAINING AND TO RESPOND TO EMPLOYMENT ISSUES AS THEY ARISE THROUGHOUT THEIR RESPECTIVE REGION.

Requirements

QUALIFICATIONS

Prefer prior experience in Railroad Human Resources Management.

EDUCATION and/or EXPERIENCE

Bachelor's degree (B. A.) from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS

Professional in Human Resources (PHR) by the Human Resource Certification Institute preferred.
