The Regional Director of Quality Assurance is responsible for “driving” the quality programs within the Watco family of businesses. The Regional Director ensures that the quality program is established, implemented, maintained, and executed in accordance with the Association of American Railroads (“AAR”), Manual of Standards and Recommended Practices, Specification for Quality, and related AAR rules and technical standards. The Regional Director is also accountable for achieving the targets established for customer satisfaction and profitability by improving plant efficiency, quality, and service delivery.

The Regional Director is responsible for writing reports and collecting nonconformance data with the goal of analyzing the data for continuous improvement. The Regional Director is also responsible for the delivery of training programs and managing a staff of Quality Assurance Managers, one located at each of Watco’s maintenance facilities with respective region. The Regional Director may also accompany AAR, FRA, and customer auditors for quality assurance program and special process audit certifications.

The purpose of this position is to manage the Quality Assurance Program, regional basis, in line with Watco’s Customer First Foundation Principles: improve customer satisfaction, improve profitability, and build relationships with our customers, team members, communities, vendors, and investors. The focus of this position will be to ensure work is conducted in a safe and quality manner.
Duties:
• Ensures design, implementation, oversight, and management of the Quality Assurance Program on a shop level and regional basis
• Lead and participate in internal quality audits (M-1003)
• Participates and supports shops with customer visit & audits
• Participates in external audits (FRA/AAR)
• Supports and serves as back-up resource for facility QA Manager role
• Provide review and training- existing and new procedures
• Change management

- example “inbound Inspection process” • Monitoring of performance and improvement • Lead and participate in root-cause investigations, and corrective and preventative actions to prevent recurrence
• Performs review and analysis of data collected during internal/external audits, NCR’s, in-process and outbound inspections
• Develop new process procedures and/or flow charts
• Supervises and coordinates activities of QA Manager to ensure quality program conformance
• Assures that the quality standards of the company are adhered to by all Team Members
• Participates in investigations and to support generation of responses for external audit findings
• Ensures compliance with safety, environmental, and health policies, procedures, company policies, and work instructions
• Manages, mentors, coaches, and trains team members
• Participates in root-cause investigations, and corrective and preventative actions to prevent recurrence
• Handles personnel problems and issues discipline as applicable
• Recommends promotions and other personnel changes; conducts performance reviews
• Contributes to the overall performance of the region from the standpoints of safety, quality and cost
• Supervises and coordinates activities of QA Managers to ensure quality program conformance.
• Assures that the quality standards of the company are adhered to by all Team Members
• Provides immediate feedback to production personnel and plant management of deficiencies found at the time of inspection, and before final car release
• Holds departmental safety, quality, and production meetings
• Ensures compliance with safety, environmental, and health policies, procedures, company policies, and work instructions

Requirements

High School degree, college degree (associates or bachelors) preferred in engineering, operation, technical, or related field or equivalent experience. A minimum of 10 years’ rail car inspection, test, and repair experience. Previous supervisory experience preferred. Knowledgeable of the Federal Railroad Administration’s regulations governing the inspection and test of rail cars, and the Association of American Railroads Interchange Rules. Strong organizational / time management, written / oral communication, and leadership skills preferred.
