This position involves providing high-level managerial expertise to the Research department and the Center for Great Public Schools (CGPS). The essential functions of this position require the incumbent to apply management, coordination, and program evaluation skills in designing and overseeing the collection and analysis of data from a wide range of sources, including surveys, focus groups, and federal, state, and local agencies. The work requires providing leadership and direction in coordinating work with diverse stakeholders within and beyond NEA headquarters, designing and developing data collection and analysis systems, collaborating with external consultants, and displaying and presenting data to support NEA decision-making and effectively advocate the NEA’s position on key education issues. The incumbent manages financial resources and oversees, empowers, coaches, and mentors staff. To carry out responsibilities, this position requires maintaining extensive contacts with state and headquarters staff, state and national leaders, members, the education research community, and the general public. In addition, the incumbent uses a personal computer and associated software and travels occasionally.

Required Skills Minimum Education Requirement: Ph.D. in education or another social science discipline, including advanced graduate studies that provide a solid foundation in research methodology, or an equivalent combination of education and experience from which comparable knowledge and skills may be acquired. Minimum Qualifications : Five years of progressively responsible professional experience, preferably in an advocacy environment, that includes: conducting quantitative and qualitative social science research; designing surveys and analyzing survey data; writing research papers, reports, and other dissemination products; and using statistical software. Substantive experience with education issues and research. Experience designing and managing projects, including experience in public speaking and in making presentations. Effective management experience with responsibility for program, budget, and staff. Other Requirements : Some travel required (approximately 15-20 overnights per year). Samples of recent work products (e.g. writing, presentation, and research materials) may be required at interview.

Required Experience Tier 1 (Essential): Proven project management experience overseeing data collection and analysis projects, identifying and defining complex research strategies, and recommending troubleshooting options, preferably in an advocacy environment. Extensive experience collecting original data through surveys, focus groups, and other means, compiling data from existing government and non-government databases, and analyzing data using a variety of quantitative and qualitative research methodologies. Proven experience producing reports and other publications in a variety of formats for technical and non-technical audiences. Experience developing and conducting training sessions and presentations that convey research material to a wide range of audiences. Proven interpersonal, analytical, and creative skills needed to work collaboratively toward organizational goals. Demonstrated experience in team building and creating and participating in a collaborative work environment. Successful references. Tier 2 (Significant): Knowledge of institutions, agencies, and organizations that devote resources to survey activities related to education employees. Demonstrated experience building and maintaining components of a survey research program. Tier 3 (Desirable): Familiarity with individuals, institutions, agencies, and organizations that are important to the collection and reporting of data on the education enterprise in general and education employee in particular. Knowledge of NEA’s mission and strategic focus.
